3. Projects Database. The Projects<br />
Database is a repository of previous<br />
projects and projects currently being<br />
undertaken by the agency. The<br />
system allows the user to easily<br />
generate reports requested by the<br />
PES and other organizations in need<br />
of the data. The data captured in<br />
this system is synchronized with<br />
DOST Performers System developed<br />
through the eDOST Infosys Project.<br />
The team also enhanced some<br />
modules to improve the users’<br />
experience in using the ASTI<br />
Information System as well as<br />
for the ease in management<br />
and administration.<br />
The modules that were enhanced are the<br />
following.<br />
1. Leave Application. The Leave<br />
Application underwent modifications<br />
to include an automatic computation<br />
of leave credits. Before the changes,<br />
manual inputing left errors to the<br />
application process. With these<br />
changes, automatic computation<br />
provide users of their leave credits<br />
in real-time. Also, the approval of<br />
leave applications was modified<br />
according to new agency policies<br />
2. Transportation Reservation<br />
System. The Transportation<br />
Reservation System underwent<br />
further enhancements as well.<br />
Bug problems were corrected<br />
and a Trip Ticket Form Generator<br />
module has been added. A Trip<br />
Ticket can now be automatically<br />
generated based on approved<br />
transportation requests made.<br />
The team also started its efforts to<br />
reengineer the whole ASTI Infosys. Since<br />
the start of its development in 2001, ASTI<br />
Infosys has evolved into a complex system<br />
of various processes. Although, the system<br />
used are the same front end and backend<br />
applications, newer technologies and<br />
applications have been emerging triggering<br />
the team to upgrade and reengineer the<br />
system to be at par with other information<br />
systems being developed.<br />
Moreover, the ASTI Infosys Database<br />
needed a shift to a more structured and<br />
flexible system. The upgrading involved<br />
modification of codes and scripts, and the<br />
application of new software development<br />
tools utilizing a standard coding technique.<br />
The system also has been facelifted to<br />
a more user friendly and easy in the eye<br />
environment.<br />
Currently, the team is working on other<br />
major modules in the ASTI Infosys<br />
as such the Personnel Management<br />
Information System. It is expected that the<br />
reengineering will be completed by 2010.<br />
Process Development<br />
The Advanced Science and Technology<br />
Institute, as one of the research and<br />
development Institute of DOST, pursued<br />
ISO 9001:2000 Certification in compliance<br />
with the implementation of the DOST-GIAfunded<br />
project entitled “Establishment and<br />
Implementation of Quality Management<br />
System (QMS) in Accordance with ISO<br />
9001”.<br />
At the start of its implementation, two<br />
certification audits were performed, namely<br />
the Document Review and the Certification<br />
Audit proper which was conducted by the<br />
Certification International Philippines Inc.<br />
(CIPI). Key findings and recommendations<br />
were revealed in the audit, however, in its<br />
effort to comply with the standard, ASTI<br />
completed the necessary modifications in<br />
its processes.<br />
ASTI later was accorded its certification<br />
under ISO 9001:2000 for the “Provision<br />
of innovative solution using information<br />
and communication technology through<br />
research and development, technology<br />
transfer and S&T services” on March 18,<br />
2009.<br />
The first run of Internal Audit was held on<br />
June 15 to 16, 2009 which covered the<br />
