Organizational Learning and Development<br />
Knowledge Management<br />
For 2009, the Knowledge Management<br />
Division scaled up its programs, projects,<br />
and activities to promote knowledge<br />
sharing, learning, continuous improvement,<br />
and innovation within the organization.<br />
These included the following:<br />
▪ Establishment of policies to<br />
promote knowledge capture through<br />
institutionalization of knowledgebased<br />
exit interviews, turn-over<br />
processes, and documentation.<br />
▪ Establishment of Project<br />
Management Communities of<br />
Practice and identification of<br />
Knowledge Coordinators.<br />
▪ Conduct of knowledge<br />
management audit.<br />
▪ Conduct of knowledge<br />
sharing sessions.<br />
▪ Collection and dissemination<br />
of technology/market<br />
intelligence bulletins.<br />
▪ Development and enhancement of<br />
KM systems, tools, and job aids.<br />
Conduct of KM awareness<br />
seminars and capacity building.<br />
With the approval of ASTI’s Rationalization<br />
Plan, the KMD is looking forward to further<br />
scaling up its programs, projects, and<br />
activities, and looking to provide<br />
KM for client services (trainings, solutions,<br />
and consultancies).<br />
Management Information<br />
Systems<br />
The Management Information System is<br />
a unit under the Knowledge Management<br />
Division of ASTI. Its functions are to provide<br />
technical support to staff and to develop<br />
and maintain ASTI’s Information System<br />
(ASTI Infosys).<br />
Providing technical support to staff<br />
involves PC troubleshooting for both<br />
hardware and software, providing updates,<br />
set-up, and configuring newly acquired PCs<br />
for staff use. As for the development and<br />
maintenance of ASTI’s Infosys, MIS was<br />
able to develop new system tools to aid the<br />
staff in with their daily tasks and functions.<br />
These new systems are:<br />
1. ePerformance and Evaluation<br />
System. This is a system that<br />
allows online evaluation of the<br />
staff based on their work targets<br />
and performance. Both the<br />
evaluatees and evaluators are<br />
notified by the system through<br />
Email of accomplished and<br />
pending evaluation requests.<br />
The system includes automatic<br />
computation of the staff’s<br />
numerical and adjectival ratings.<br />
2. Abstract of Bids and Canvass Form<br />
Generator. The Abstract of Bids and<br />
Canvass Form Generator allows<br />
the BAC secretariat to create an<br />
Abstract of Bids and Canvass for a<br />
particular item for purchase online.<br />
The system aims to systematize the<br />
generation of Abstracts of Bids and<br />
Canvass Form for uniformity and<br />
easier monitoring. It allows online<br />
approval of Abstract of Bids and<br />
Canvass, also capturing abstract<br />
of bids and canvass which have<br />
been approved/disapproved by<br />
the BAC Committee. The data
