This benchmarkreport tracks four key areas: facility quality, marine servicequality, customer service, and boater loyalty.The report measures four areas <strong>of</strong> customer service includingresponsiveness, reliability, communication, and courtesy.While operations continue to receive high ratings oncourtesy, the industry continues to struggle to keep boatingcustomers abreast <strong>of</strong> service being performed. While theslip areas receive high marks it was surprising that the industrycan’t do a better job keeping restrooms and showerareas cleaner and continuously stocked. The highest marksfor facilities were in the marina area and ship stores, withgas docks and service desks receiving the lower scores.Customer comments highlight temporary or seasonal helpbeing the reason for ill trained people in these lower performingareas. Of this, almost 25% (993,837 gallons)was used in marine activities. The cost <strong>of</strong> this fuel generallyincludes a highway use tax <strong>of</strong> anywhere from 7.5¢/gallon toclose to 30¢/gallon depending on the state.Many states apply the tax on marine fuel towards boatingprograms through the Aquatic Resources Trust Fund. Butin other states the money does not get funneled into themarine community, and instead is put into the highwayimprovement fund. Since boats don’t cause wear and tearon the highways, bridges, and ferries that benefit from thatfund, applying marine fuel tax towards the highway improvementfund is widely viewed as unfair, according tothe boating association.To deal with the problem, several states have institutedprocedures to refund at least part <strong>of</strong> the tax to recreationalboaters who take the time to fill out the required paper-Industry News Continued on Page 5

9Legislation &By Wendy LarimerpartnershipsStanding Up to the Couch PotatoI recently reviewed a copy <strong>of</strong> the Outdoor Recreation ParticipationReport <strong>2008</strong> conducted by the Outdoor Foundation.The report gauges how many people from ages 6 to65+ enjoy, explore, or even tackle the great outdoors, andparticipate in activities from biking, hunting, skiing, andmountaineering to fishing and canoeing. Boating was notincluded as a general category but was measured throughsailing, canoeing, kayaking, and perhaps indirectly throughSCUBA diving and wake boarding. (We have been assuredboating will be a category in the next survey.)The results are dismal. Of the nearly 41,000 people surveyednationwide, who statistically represented America asa whole, just half participated in outdoor activities at alllast year. And, <strong>of</strong> those who ventured out <strong>of</strong> their homesonly 20% did so two or more times per week. But,the survey results also indicate that 90% <strong>of</strong> the adult respondentswere introduced to outdoor recreation betweenthe ages <strong>of</strong> five and eighteen, most <strong>of</strong>ten by a parent. So,if the older generations are not getting outside, it is likelytheir kids are not out there either.In fact, the report shows that the rate <strong>of</strong> decline in youthactivity is the most dramatic <strong>of</strong> any age group. The rate <strong>of</strong>participation from kids six to seventeen dropped 11% injust one year. The report stated, “…adult participants mustshare their passion for the outdoors. Connecting youthwith the outdoors ensures future generations <strong>of</strong> conservationists,healthier individuals, healthier communities, andhealthier businesses.”Why does this matter to you? Boating is an activity thatmust be done outside! If the number <strong>of</strong> Americans gettingoutdoors is dropping, it stands to reason that the number <strong>of</strong>those out boating is also decreasing. And, if the number <strong>of</strong>kids enjoying outdoor activities is dropping even faster, weare losing the next generation <strong>of</strong> boaters. In other words,we’re losing our industry’s future.Why go through the embarrassment <strong>of</strong> docking your boatin front <strong>of</strong> a crowd <strong>of</strong> onlookers, when you can do it virtuallyon your TV in front <strong>of</strong> no one? Why come home froma fishing trip hot, tired, and with no fish, when you can sitin the AC and catch giant swordfish all day long? This is themindset our industry has to cope with and change.<strong>Marina</strong> owners need to come together and take a standagainst couch potatoes by celebrating their clientele whohave chosen the outdoor lifestyle. On a busy summer daywhen you and your staff feel ready to run away from yourcustomers, instead go up and thank them for being boatersand encourage them to bring their friends out for a boatride. These rarities that are outdoor enthusiasts need to behonored and celebrated and you have the luck <strong>of</strong> seeingthem in front <strong>of</strong> you every day. The better you make theirboating experience the more likely they are to continuegetting out and introducing new boaters to the wonderfuloutdoors.

In addition, many states now rely uponmobile sewage pumpout boats to make the sewage collectionprocess more efficient and convenient. A number <strong>of</strong> states alsohave begun installing floating restrooms and pumpout stationsin high use areas <strong>of</strong> lakes and coastal waters.Funding for the CVA program comes from the Sport Fishingand Boating Trust Fund, formerly known as the Aquatic ResourcesTrust Fund, which is supported by excise taxes leviedon certain fishing and boating equipment and boat fuels.“These Clean Vessel Act grants will help the states maintainclean and healthy waters for people and wildlife,” said U.S. Fishand Wildlife Service Acting Director Rowan Gould. “Sewagepumpouts may not be the most glamorous conservation tool,but their presence can have an immediate and clear impact onthe well-being <strong>of</strong> aquatic resources and recreational waterwaysthat provide drinking water to millions <strong>of</strong> Americans.”A listing <strong>of</strong> grant awards made today include:Alabama: $297,188 – The Alabama Department <strong>of</strong> EnvironmentalManagement plans to install ten sewage pumpout stationsthroughout the state for its inland and coastal waters. Inaddition, the agency plans to maintain efforts to inform boatersabout the importance <strong>of</strong> proper sewage disposal and how itbenefits the aquatic environment.Arkansas: $323,335 – The Arkansas Game and Fish Commissionplans to purchase five sewage pumpout boats and installfourteen sewage pumpout stations. And the mid-Atlantic region’s amplehigh ground means it will probably never be as vulnerable asLouisiana and Florida.But some are already sketching a new vision for the East Coast,as a region under siege by the ocean. In the coming decades,they say, it will probably be necessary to spend heavily to defendsome waterside places -- and to make hard choices about whereto let the sea win.“There will probably be some very difficult decisions that haveto be made,” said Rob Thieler, a scientist with the U.S. GeologicalSurvey. “Are there places where we should simply retreat becausethe cost <strong>of</strong> holding the line is unacceptably high?”On Thursday, the governors <strong>of</strong> coastal states from New York toVirginia released an agreement on Atlantic Ocean issues, includingthe need to prepare for sea-level rise. The governors pledged toidentify places and facilities most vulnerable to high water, includingport areas, parts <strong>of</strong> the power grid and other infrastructure.Researchers say rising seas are one <strong>of</strong> the most tangible consequences<strong>of</strong> a changing climate. That sinkinghappens on such a vast scale that the Atlantic’s surface is lowerhere, a depression in the ocean 28 inches deep. But two newstudies have shown that climate change could make northernwaters warmer and could dump a disruptive flood <strong>of</strong> fresh waterfrom melting glaciers in Greenland.“You’re getting less sinking, because [fresh water] is less heavy, itdoesn’t sink as much. That kind <strong>of</strong> slows down this whole conveyor-belt thing,” said Gerald Meehl, a scientist at the NationalCenter for Atmospheric Research in Colorado whose study <strong>of</strong>this phenomenon came out last week.“You’d get an additional one or two feet over this global sea-levelrise” along parts <strong>of</strong> the coast, Meehl said, an effect that would bestrongest in the Northeast.In the Washington region, Environmental Protection Agency<strong>of</strong>ficial James G. Titus said, Hains Point, along the SouthwestWaterfront, and K Street NW in Georgetown might have to beelevated. Sections <strong>of</strong> the waterfront Fells Point neighborhood inBaltimore might also need to be jacked up.And, Titus said, rural areas along the water might have to beabandoned. On Maryland’s Eastern Shore, for instance, risingseas could eat up large sections <strong>of</strong> marshy Dorchester County.A more uncertain fate awaits such places as Assateague Island, acelebrated nature preserve, or the Maryland and Delaware beachresorts. They sit on barrier islands, just a few feet above the water.If these sea-level-rise numbers . . . come to pass, then I think it’spretty much a certainty” that these resorts would be abandoned,said Young, <strong>of</strong> Western Carolina University. “We’re going to bespending so much money protecting metropolitan areas thatit’s hard to imagine we’d have enough left over to protect resortcommunities.”Another study last month found a threat from a Texas-size icesheet in Antarctica. If it broke <strong>of</strong>f and melted, the shift <strong>of</strong> massfrom pole to ocean would change both Earth’s gravitational fieldand its rotation.The result? Still more water would slosh to the U.S. AtlanticCoast, along with the Pacific Coast. But in this case, it wouldprobably not happen for centuries.Scientists concede that these predictions could be flawedor flat wrong.Even if they are right, New York still isn’t in the same danger asNew Orleans. Even a yard <strong>of</strong> sea-level rise, they say, would notput any major East Coast cities underwater. But higher waterswould mean bigger storm surges, a greater chance <strong>of</strong> floodingon rivers such as the Potomac or the Patapsco in Baltimore.It could be a much bigger problem for barrier islands andmarshes, which are typically just a few inches above the water.Even before the recent research forecast accelerating rise, BlackwaterNational Wildlife Refuge -- a rare, vast marsh on Maryland’sEastern Shore -- was predicted to become mainly openwater by 2030.So some researchers have already begun thinking about how todefend the coast. Pr<strong>of</strong>essors at the State University <strong>of</strong> New Yorkat Stony Brook have suggested building barriers that might popup during big storms and seal <strong>of</strong>f the city’s water like a bathtub.The fishing port <strong>of</strong> New Bedford, Mass., has had such a “hurricanebarrier” since the 1960s.13For now, that idea is almost too big to think about for resorttownmayors.In Dewey Beach, Del., Mayor Dell Tush said the town had beenstaggered by the $12,000-per-house cost <strong>of</strong> elevating just a fewhomes that are too close to the water.“The town basically has no plans, you know, for doing anything”to prepare for rising seas, Tush said. To raise all the town’shouses “would be cost-prohibitive, it really would.”The threat is more tangible at Joey’s Pizza and Pasta on LongBeach Island, N.J., another narrow, built-up barrier island. There,rain can bring Little Egg Harbor within a few feet <strong>of</strong> the door; ahigh tide and a good storm can put water in the dining room.“You can’t fight it. People say ‘Sandbag the doors.’ No, it comes ineverywhere,” said manager Tom Kowal. The restaurant makeslight <strong>of</strong> its situation with a sign that says “Occasional WaterfrontDining.” But Kowal said he is worried about what’s coming.“Ten inches higher than sea level right now? 17News From WashingtonBy Larry InnisConsensus on Wallop-Breaux MovesForwardKey stakeholders in the Sport Fish Restoration and BoatingTrust Fund (Wallop-Breaux), began discussing theupcoming re-authorization <strong>of</strong> the fund in November, <strong>2008</strong>.Meeting approximately every two weeks, the stakeholdergroup has reached a tentative consensus subject to a drafting<strong>of</strong> the re-authorization language. AMI, NMMA, Boat/USand MRAA played a vital role in this process.The trust fund is a user-pay, user-benefit system that isfunded from the federal excise tax on motorboat gasoline,gasoline used for small engines like lawn mowers, fishingequipment, and imported boats. The Coast Guard andFish and Wildlife Service administer the funds to helppay for boating safety programs in the states; sport fishand habitat restoration; pump outs; boating and fishingoutreach; construction <strong>of</strong> transient boat slips, boating accessramps and other facilities; and wetlands restoration.The small group <strong>of</strong> DC-area stakeholders has agreed onseveral key points in the re-authorization, including a“maintenance <strong>of</strong> effort” clause for boating safety moneyto the states. This means that state legislatures can’t reducethe state matching funds to receive the federal share,and an increase in the federal/state match formula from50/50 to 75/25. These actions were deemed very importantin light <strong>of</strong> the declining economy and state budgets.In addition, slight increases have been approved for outreachthrough the Recreational Boating and Fishing Foundationto encourage more participation in fishing and boating,vital in this new economic environment.
