Component 3: <strong>Food</strong> safety incidence response and management systems<strong>SA</strong> <strong>Health</strong> is the ISC sponsor for Component 3 of the ISC work plan.Review of the food recall process and protocolsIn <strong>2009</strong>–10 ISC agreed that F<strong>SA</strong>NZ should undertake a continuous improvement approach for the food recall processthrough an annual review with input from states, territories and industry. As part of the process a workshop of stateand territory recall officers was held in May <strong>2010</strong>, at which <strong>SA</strong> <strong>Health</strong> was represented. Outcomes of the reviewconducted in <strong>2009</strong>–10 will be presented to ISC in <strong>2010</strong>–11.National food incident response protocolMost food incidents are limited to a single state, however modern food distribution and retailing increases thepossibility that a food incident may emerge across a number of states/territories.The National <strong>Food</strong> Incident Response Protocol provides a mechanism for jurisdictions to respond to nationalfood incidents in a timely, appropriate, consistent and coordinated manner. Past experiences of food regulatoryagencies has highlighted the importance of coordination between jurisdictions during a food incident. The protocolendorsed by the Ministerial Council in May 2007 is available from the <strong>Food</strong> Regulation Secretariat website:www.foodsecretariat.health.gov.<strong>au</strong>In the year <strong>2009</strong>–10, <strong>SA</strong> <strong>Health</strong> participated in two national incidents under the National <strong>Food</strong> Incident ResponseProtocol:• Hepatitis A linked to Semi Dried Tomatoes. Semi-dried tomatoes were implicated as the c<strong>au</strong>se of a higher numberof cases of Hepatitis A than normal in particular in Victoria, but also in NSW, WA and Tasmania.• Thyroid dysfunction linked to Bonsoy Soy Milk. Nine adults and one infant in New South Wales were reported withthyroid disturbances possibly linked to consumption of Bonsoy, a soy milk product. Analysis of Bonsoy samples inseparate laboratories in NSW and Victoria revealed very high levels of iodine.In <strong>2009</strong>–10 ISC added three annexes to the protocol:1. Intentional contamination in food2. Chemical contaminants in food3. Consistent principles for foodborne illness environmental investigations.Component 4: Coordinate food regulation between agencies and Local <strong>Gov</strong>ernmentA major component of the ISC ‘Strategy for consistent implementation and enforcement of food regulation inAustralia’ is to engage local government and local government associations throughout Australia in the nationalfood regulatory process. In particular, engagement in the area of consistency, and implementation of food regulationthrough the ISC process, is important.In <strong>2009</strong>–10 ISC agreed to the formation of a working group, at which <strong>SA</strong> <strong>Health</strong> is represented, to:1. Devise a system for a consistent approach to reporting of local government inspection/enforcement activity,including consistent terminology.2.
