Open University now has a lea<strong>de</strong>r from industry with fresh i<strong>de</strong>as, and seems to be working hard torefresh its mo<strong>de</strong>l and lead the UK again: to re-invent its mix <strong>of</strong> practices to fit today’scircumstances and to move to Stages III-V. Other non-pr<strong>of</strong>its like Regis University have emulatedthese methods. There may be as many as a million learners involved in these kinds <strong>of</strong> learningexperiences in the U.S.These institutions focus on consistent, <strong>de</strong>monstrable outcomes and learning experiences especiallyattuned to the needs <strong>of</strong> working adult learners. The for-pr<strong>of</strong>its have achieved substantially lowerproduction/<strong>de</strong>livery costs per stu<strong>de</strong>nt than traditional universities. This means paying close attentionto class size: bigger means more opportunity to achieve economies <strong>of</strong> scale, without sacrificingquality <strong>of</strong> engagement and outcomes. Course materials are created by teams and used in allinstances <strong>of</strong> the course. The for-pr<strong>of</strong>its utilize a core, standardized curricula to ensure consistencyand quality <strong>of</strong> learning outcomes that, in turn, allows for continuous improvements, refinements andability to quickly incorporate new industry competencies. This practice affords economies <strong>of</strong> scope.At the same time, these institutions are able to charge a premium price for their <strong>of</strong>ferings because <strong>of</strong>the recognized value they provi<strong>de</strong> learners (courses taken sequentially with no <strong>de</strong>lay, acceleratedtime to <strong>de</strong>gree, lack <strong>of</strong> family/work barriers and premium online services). Even within the marketdrivencluster (as some <strong>of</strong> these institutions prefer to be called), however, there is variation in therelative price point.The higher resulting margin/pr<strong>of</strong>it (difference between price and actual cost) is invested inextending institutional brand, business/industry market research and instructional technology andsystems <strong>de</strong>velopment costs. Most <strong>of</strong> the for-pr<strong>of</strong>it institutions spend between 25-30 percent <strong>of</strong> theirbudget on marketing (extending the institutional brand).In future stages <strong>of</strong> <strong>de</strong>velopment, many <strong>of</strong> today’s for-pr<strong>of</strong>it provi<strong>de</strong>rs may not be able to maintaintheir current premium price levels, in the face <strong>of</strong> competition now emerging at the low end (fromno-fee systems) and at the high end (from innovators such as Capella University who have migratedto a more competence-based approach that achieves a higher perceived value with learners).Moreover, Capella-type innovators will be able to compete on lowering the total cost <strong>of</strong> achievinglearning and competence objectives and eventually become certifying enterprises. Stage III: Unbundled Learning, Market Competitive PricingInstitutions like the Western Governors University, Florida State College at Jacksonville’s OpenCollege, Ocean County College in New Jersey, and Lamar University in Texas have re-invented theelements <strong>of</strong> the production function and faculty roles to achieve many <strong>of</strong> the financial advantagesrealized by the for-pr<strong>of</strong>its.They have used technology to unbundle and re-invent teaching, learning, assessment andaccreditation. While their methods vary from institution to institution, the basic principles arefundamentally the same. These public institutions pass the savings on to learners in the form <strong>of</strong>more competitive tuition – a strong value proposition. They charge a market-competitive tuition ratethat covers the marginal costs <strong>of</strong> learning.These public institutions can grow based on tuition alone, rather than appropriations from theirrespective states or municipality. This is critical during times <strong>of</strong> financial recession, when stu<strong>de</strong>nt<strong>de</strong>mand spikes and state resources <strong>de</strong>cline. Many community colleges are within striking distance<strong>of</strong> being able to attain the ”marginal cost <strong>of</strong> learning < tuition” goal.Achieving this stage is essential for public institutions attempting to attain financial sustainability. Itis a strong value position – but even this value position must be improved over time in the face <strong>of</strong>the withering competition that is emerging globally.The Western Governors University has spent a long <strong>de</strong>ca<strong>de</strong> <strong>de</strong>veloping and getting acceptance forits mo<strong>de</strong>l. It features faculty as mentors to cohorts <strong>of</strong> 80-90 stu<strong>de</strong>nts, unbundled learning,assessment, and certification <strong>of</strong> learning and the potential for scalability. WGU-Indiana is a spin-<strong>of</strong>fformed to test the waters for this approach in the Hoosier State.An interesting variation on the theme <strong>of</strong> reinvention at a market price is Fort Hays State Universityin Western Kansas, although it has taken a somewhat different path. The lea<strong>de</strong>rship <strong>of</strong> FHSU hasmanaged a three-element portfolio <strong>of</strong> on-campus earning, virtual <strong>of</strong>ferings and international<strong>of</strong>ferings (FHSU has achieved the largest enrollment in China <strong>of</strong> any American university), alwaysmindful <strong>of</strong> its position as a highly affordable provi<strong>de</strong>r in its different markets.Fort Hays State University has received kudos from state lea<strong>de</strong>rship by keeping the lid on tuitionincreases through redirecting the margins from its international operations to improve the quality <strong>of</strong>life <strong>of</strong> its home campus.Summary <strong>of</strong> Stage III: Unbundled Learning, Market Competitive PricingCharacteristics: Reinvent and unbundle learning, using many <strong>of</strong> the same principles as used bythe pioneering for-pr<strong>of</strong>it institutions, but pass savings on to the learners in the forms <strong>of</strong> amarket-competitive tuition.Transformative Impact: Transformed roles and approaches at a market price.
