<strong>Good</strong> <strong>morning</strong>.<strong>It</strong> <strong>is</strong> <strong>both</strong> <strong>an</strong> <strong>honour</strong> <strong>an</strong>d a <strong>pleasure</strong> <strong>to</strong> <strong>welcome</strong> <strong>you</strong> <strong>to</strong> th<strong>is</strong> internationalconference on r<strong>is</strong>k <strong>an</strong>d cr<strong>is</strong><strong>is</strong> m<strong>an</strong>agement in the agricultural insur<strong>an</strong>ce.Th<strong>is</strong> meeting takes place within the context of the six-month Sp<strong>an</strong><strong>is</strong>hPresidency of the Europe<strong>an</strong> Union <strong>an</strong>d aims <strong>to</strong> show current interest inSpain with regard <strong>to</strong> protecting the primary sec<strong>to</strong>r in the face ofadverse climate conditions.The Common Agricultural Policy, CAP, accounts for a high percentageof the Europe<strong>an</strong> Union budget. Th<strong>is</strong> <strong>is</strong> as true <strong>to</strong>day as it was whenCAP was first drawn up. Maintaining the profitability of farmingbusinesses <strong>is</strong> a <strong>to</strong>p priority in the Europe<strong>an</strong> Union. Th<strong>is</strong> <strong>is</strong> a strategicsec<strong>to</strong>r that, without doubt, sustains <strong>an</strong>d drives rural development whilealso guar<strong>an</strong>teeing food safety through the st<strong>an</strong>dards laid down <strong>an</strong>d themethods of control that are subsequently implemented.Yet all the aid <strong>an</strong>d compensation that producers receive would lose itseffectiveness without a system of agricultural insur<strong>an</strong>ce <strong>to</strong> guar<strong>an</strong>teetheir earnings.In Spain the harsh weather conditions cause losses every year thatfarmers c<strong>an</strong>not afford <strong>an</strong>d jeopard<strong>is</strong>e the viability of their operations. Inorder <strong>to</strong> counter the effects of such conditions we have had <strong>an</strong>agricultural insur<strong>an</strong>ce system in place which has steadily been moulded<strong>to</strong> suit sec<strong>to</strong>r needs since it was set up in 1978.The Agricultural Insur<strong>an</strong>ce Act <strong>is</strong> universal in nature, with regard <strong>to</strong><strong>both</strong> produce <strong>an</strong>d the types of r<strong>is</strong>ks that may be insured. <strong>It</strong> ensures thesystem remains solvent using complex formulae involving jointinsur<strong>an</strong>ce <strong>an</strong>d re-insur<strong>an</strong>ce with public <strong>an</strong>d private participation. Themodel <strong>is</strong> based on the solidarity of the whole of society with the sec<strong>to</strong>r<strong>an</strong>d, for th<strong>is</strong> reason, a percentage of the premiums <strong>is</strong> subsid<strong>is</strong>ed.The system works on the prem<strong>is</strong>e that all produce <strong>an</strong>d all r<strong>is</strong>ks that areinsurable c<strong>an</strong>not be compensated by extraordinary aid. The Act doesnot obligate farmers <strong>to</strong> take out policies; rather it calls for comp<strong>an</strong>ies<strong>to</strong> accept all applications that meet the requirements specified. Thusno farm <strong>is</strong> left without r<strong>is</strong>k cover when its owner requests a policy.ENESA, the State Agrari<strong>an</strong> Insur<strong>an</strong>ce Body, coordinates the system in


which national <strong>an</strong>d regional governments participate,, alongside farmingorg<strong>an</strong><strong>is</strong>ations, cooperatives, <strong>an</strong>d the private sec<strong>to</strong>r. The involvement ofall partners provides a broader view of the needs of the sec<strong>to</strong>r <strong>an</strong>d allthe data available me<strong>an</strong>s that policies c<strong>an</strong> be matched <strong>to</strong> newdem<strong>an</strong>ds.The national agricultural insur<strong>an</strong>ce system must not, therefore, be staticbut very much alive <strong>an</strong>d const<strong>an</strong>tly evolving. The move <strong>to</strong> adaptpolicies <strong>to</strong> r<strong>is</strong>ks from climate ch<strong>an</strong>ge <strong>is</strong> one of its most recentchallenges. There are, however, more..Among the major concerns of farmers <strong>an</strong>d s<strong>to</strong>ck breeders <strong>is</strong> pricestability. A move here <strong>is</strong> <strong>to</strong> ensure that crops will be profitable <strong>an</strong>d notsubject <strong>to</strong> fluctuations that are not readily foreseeable. One of theSp<strong>an</strong><strong>is</strong>h system’s immediate pl<strong>an</strong>s <strong>is</strong> <strong>to</strong> create <strong>an</strong> insur<strong>an</strong>ce policy <strong>to</strong>cover market volatility.The Sp<strong>an</strong><strong>is</strong>h Act <strong>an</strong>d its development have served as a model forsimilar systems in other countries which, with ENESA acting as <strong>an</strong>adv<strong>is</strong>er, have used th<strong>is</strong> as a bas<strong>is</strong> that they have then adapted <strong>to</strong> thespecific needs of their own terri<strong>to</strong>ry.Over the course of th<strong>is</strong> international conference we will have a ch<strong>an</strong>ce <strong>to</strong> find out about thearious r<strong>is</strong>k m<strong>an</strong>agement systems that are being applied throughout the world. We will learn whatnstruments are employed <strong>an</strong>d what foreseeable trends are. We will have the opportunity <strong>to</strong>cquaint ourselves first h<strong>an</strong>d with different national experiences in the world of agriculturalnsur<strong>an</strong>ce. Models from EU countries along with other continents will be examinedTh<strong>is</strong> conference will also feature a round table in which representativesfrom international org<strong>an</strong><strong>is</strong>ations seeking <strong>to</strong> create <strong>an</strong>d developinstruments for m<strong>an</strong>aging r<strong>is</strong>k will take part.We will learn about the initiatives undertaken <strong>to</strong> th<strong>is</strong> end by theOrg<strong>an</strong><strong>is</strong>ation for Economic Co-operation <strong>an</strong>d Development, (OECD) theFood <strong>an</strong>d Agriculture Org<strong>an</strong><strong>is</strong>ation of the United Nations, (FAO) theInter-Americ<strong>an</strong> Institute for Cooperation on Agriculture <strong>an</strong>d the WorldTrade Org<strong>an</strong><strong>is</strong>ation. The promotion <strong>an</strong>d prosperity of rural communities<strong>is</strong> one of the concerns of these bodies, who view agricultural insur<strong>an</strong>ceas a guar<strong>an</strong>tee for stability in farming activity.Th<strong>is</strong> <strong>is</strong> what farmers themselves are actually seeking. Theirinvolvement in designing <strong>an</strong>d developing new instruments <strong>to</strong> m<strong>an</strong>ager<strong>is</strong>k will be examined round table with representatives fromprofessional org<strong>an</strong><strong>is</strong>ations <strong>an</strong>d farming cooperatives.The present international conference would not be complete withoutthe other point of view on policy agreements, that of the insur<strong>an</strong>ce


comp<strong>an</strong>ies. These comp<strong>an</strong>ies will debate their current position <strong>an</strong>dtheir pl<strong>an</strong>s for the future.We are currently nearing the conclusion of Spain’s six-month term ofPresidency of the EU <strong>an</strong>d within th<strong>is</strong> context everyone ─ insur<strong>an</strong>cecomp<strong>an</strong>ies <strong>an</strong>d the insured alike ─ <strong>is</strong> watching <strong>to</strong> see what willhappen regarding the prospects for r<strong>is</strong>k m<strong>an</strong>agement in the CommonAgricultural Policy after 2013. We will attempt <strong>to</strong> obtain <strong>an</strong> insight in<strong>to</strong>what exactly these prospects are .As <strong>you</strong> c<strong>an</strong> see, there <strong>is</strong> <strong>an</strong> extensive r<strong>an</strong>ge of <strong>to</strong>pics up for d<strong>is</strong>cussionin the attempt <strong>to</strong> examine all <strong>an</strong>gles of agricultural insur<strong>an</strong>ce <strong>an</strong>d itsfuture. There <strong>is</strong> no doubt that climate ch<strong>an</strong>ge <strong>an</strong>d its effects will me<strong>an</strong>having <strong>to</strong> make ch<strong>an</strong>ges <strong>to</strong> current systems, as will the increasinglyglobal market, which will subst<strong>an</strong>tially alter the equilibrium in differentareas. Perhaps, as a result of th<strong>is</strong>,, new lines of work will appear,along with the consolidation of those that already ex<strong>is</strong>t <strong>an</strong>d are basedon solidarity.We have come a long way but there <strong>is</strong> still a long road ahead. I amsure that we will be able <strong>to</strong> find m<strong>an</strong>y of the keys <strong>to</strong> the future at th<strong>is</strong>international conference beginning <strong>to</strong>day. .To open the conference, we will now hear a few words from theChairm<strong>an</strong> of the State Agrari<strong>an</strong> Insur<strong>an</strong>ce Body, a person whosepersonal commitment <strong>to</strong> improving <strong>an</strong>d perfecting th<strong>is</strong> area goes farbeyond their responsibility <strong>to</strong>wards the Sp<strong>an</strong><strong>is</strong>h system.
