26 Chapter 2Letter <strong>of</strong> appointmentRights <strong>and</strong> dutiesConcerns <strong>for</strong> <strong>the</strong> newlyordained deacons44. The assignment <strong>of</strong> a deacon to a specific ministry, <strong>the</strong> delineation<strong>of</strong> his duties <strong>and</strong> responsibilities, <strong>and</strong> <strong>the</strong> designation <strong>of</strong> hisimmediate pastor or pastoral supervisor, who must be a priest,should always be clearly stated in <strong>the</strong> letter <strong>of</strong> appointment signedby <strong>the</strong> diocesan bishop. This document should make as explicit aspossible <strong>the</strong> implicit expectations <strong>of</strong> <strong>the</strong> participants, <strong>the</strong>reby establishinga clear line <strong>of</strong> mutual responsibility <strong>and</strong> accountabilityamong <strong>the</strong>m. The director <strong>of</strong> deacon personnel, toge<strong>the</strong>r with <strong>the</strong>deacon’s designated pastor or priest supervisor (if <strong>the</strong> deacon isassigned to an <strong>of</strong>fice or agency not directed by a priest), a representative<strong>of</strong> that <strong>of</strong>fice or agency, <strong>and</strong> <strong>the</strong> deacon are to be involved in<strong>the</strong> preparation <strong>of</strong> <strong>the</strong> letter <strong>of</strong> appointment. “For <strong>the</strong> good <strong>of</strong> <strong>the</strong>deacon <strong>and</strong> to prevent improvisation, ordination should be accompaniedby clear investiture <strong>of</strong> pastoral responsibility.” 6 Although <strong>the</strong>wife <strong>of</strong> a married deacon has already given her permission be<strong>for</strong>e herhusb<strong>and</strong>’s ordination to <strong>the</strong> dem<strong>and</strong>s <strong>of</strong> <strong>the</strong> diaconal ministry, never<strong>the</strong>lessshe should be “kept duly in<strong>for</strong>med <strong>of</strong> [her husb<strong>and</strong>’s] activitiesin order to arrive at an harmonious balance between family, pr<strong>of</strong>essional<strong>and</strong> ecclesial responsibilities.” 7 Until <strong>the</strong> letter <strong>of</strong> appointmentis signed by <strong>the</strong> bishop <strong>and</strong> publicly announced by <strong>the</strong> bishop’s<strong>of</strong>fice, all parties are bound to confidentiality.45. The diocesan bishop also ensures that <strong>the</strong> “rights <strong>and</strong> dutiesas <strong>for</strong>eseen by canons 273-283 <strong>of</strong> <strong>the</strong> Code <strong>of</strong> Canon Law with regardto clerics in general <strong>and</strong> deacons in particular” 8 are promoted.46. The transition from c<strong>and</strong>idate <strong>for</strong>mation into an active diaconalministry requires sensitivity. “Introducing <strong>the</strong> deacon to thosein charge <strong>of</strong> <strong>the</strong> community (<strong>the</strong> parish priest, priests), <strong>and</strong> <strong>the</strong> communityto <strong>the</strong> deacon, helps <strong>the</strong>m not only to come to know eacho<strong>the</strong>r but contributes to a collaboration based on mutual respect<strong>and</strong> dialogue, in a spirit <strong>of</strong> faith <strong>and</strong> fraternal charity.” 9 Newlyordained deacons, <strong>the</strong>re<strong>for</strong>e, are to be appointed to <strong>and</strong> supervisedby a priest. This pastoral care <strong>of</strong> a newly ordained deacon, coordinatedby <strong>the</strong> director <strong>of</strong> deacon personnel, extends <strong>for</strong> <strong>the</strong> first threeyears after ordination. This time would include opportunities <strong>for</strong>ongoing <strong>for</strong>mation, with an initial emphasis upon <strong>the</strong> issues <strong>and</strong> concernsvoiced by <strong>the</strong> newly ordained as he gains ministerial experience.It is likewise a unique opportunity to assist <strong>the</strong> deacon’s family as itbegins to adjust to its new situation within <strong>the</strong> community.
