When giving feedback, preparing preliminary reports, or writing<strong>the</strong> final consultation Team report, <strong>the</strong> chair <strong>and</strong> Team memberswill distinguish between <strong>the</strong>ir objective observations <strong>of</strong> a diocesanprogram’s compliance with <strong>the</strong> provisions <strong>of</strong> <strong>the</strong> <strong>National</strong> <strong>Directory</strong><strong>and</strong> <strong>the</strong>ir personal observations. The Team’s objective observationswill provide <strong>the</strong> basis <strong>of</strong> <strong>the</strong> report on each area <strong>of</strong> <strong>the</strong> diaconal program,<strong>the</strong>ir commendations <strong>and</strong> recommendations, <strong>and</strong> <strong>the</strong> basis <strong>for</strong><strong>the</strong> Team’s final report <strong>of</strong> <strong>the</strong> consultation.B. During <strong>the</strong> consultation, Team members may make suggestionsbased on <strong>the</strong>ir own experience. Since <strong>the</strong> focus <strong>of</strong> <strong>the</strong> ConsultationTeam is an evaluation <strong>of</strong> a diocesan program’s adherence to <strong>the</strong> provisions<strong>of</strong> <strong>the</strong> <strong>National</strong> <strong>Directory</strong>, however, any recommendationsmade to <strong>the</strong> diocesan staff will focus on helping <strong>the</strong> diaconate staffei<strong>the</strong>r to comply with or adapt <strong>the</strong> provisions <strong>of</strong> <strong>the</strong> <strong>National</strong><strong>Directory</strong> to <strong>the</strong>ir specific needs.C. The preliminary oral report <strong>and</strong> <strong>the</strong> final written report <strong>of</strong> <strong>the</strong>Consultation Team provide a constructive assessment <strong>of</strong> <strong>the</strong> degreeto which local implementation <strong>and</strong> adaptation <strong>of</strong> <strong>the</strong> <strong>National</strong><strong>Directory</strong> have been made. Recommendations are <strong>of</strong>fered to helpstreng<strong>the</strong>n deacon <strong>for</strong>mation, post-ordination diaconal life, <strong>and</strong>ministry in <strong>the</strong> diocese. Subsequently, any changes made in a localprogram in order to implement <strong>the</strong> Team’s recommendations will bedetermined by <strong>the</strong> diocesan bishop <strong>and</strong> carried out by <strong>the</strong> staff.D. Prior to <strong>the</strong> departure <strong>of</strong> <strong>the</strong> Consultation Team, a preliminaryoral report will be made to <strong>the</strong> requesting diocesan bishop <strong>and</strong>/or hisdirector <strong>of</strong> <strong>the</strong> diaconate <strong>and</strong> o<strong>the</strong>rs <strong>the</strong> bishop may elect to invite.The manner <strong>and</strong> details <strong>of</strong> this presentation will be <strong>the</strong> responsibility<strong>of</strong> <strong>the</strong> Team chair. The oral report includes impressions <strong>and</strong> tentativeconclusions <strong>of</strong> <strong>the</strong> Team members. This is <strong>the</strong> time to clarifyany ambiguities, ei<strong>the</strong>r on <strong>the</strong> part <strong>of</strong> <strong>the</strong> Team or <strong>of</strong> <strong>the</strong> requestingbishop <strong>and</strong> his staff.
