French mercantilist thought in the seventeenth century 251court, by its equal and just distribution of this same light to all the various parts ofthe world, by the good that it does everywhere, constantly producing life, joy, andactivity everywhere, by its perpetual yet always imperceptible movement, bynever departing or deviating from its steady and invariable course, assuredlymakes a most vivid and a most beautiful image for a great monarch.Professor Keohane justly comments that Louis XIV 'is not content to comparehimself to God; he compares in such a manner that it is clear that it isGod who is the copy'.4The acme of absolutist thought was provided by Jacques-Benigne Bossuet(1627-1704), bishop of Meaux, court theologian and political theorist underLouis XIV. The whole state, opined the bishop, 'is in the person of theprince...In him is the will of the whole people'. The kings identify with thepublic good, because 'God has raised them to a condition where they nolonger have anything to desire for themselves'. Absolutism is necessary,asserted Bossuet, because any constitutional limits on the prince raise thedread spectre of 'anarchy', than which nothing can be worse. The only limitson the power of the sovereign should be those he imposes on himself in hisown interest, which must be identical to the public interest whenever theprince 'regards the state as his possession, to be cultivated and passed on tohis descendants'.Finally, Bossuet conflates the king and God as follows:Majesty is the image of the grandeur of God in the prince. God is infinite, God isall. The prince, as prince, is not to be considered an individual man: he is thepublic person, the whole state is included in him...Just as all perfection and allvirtue are united in God, so all the power of the individuals is brought together inthe person of the prince.
