An analysis completed by <strong>the</strong> State of Washington identified <strong>the</strong> relativeeconomic risk of 100 communities in areas affected by <strong>the</strong> reductions in federaltimber harvest. Communities were designated as ei<strong>the</strong>r high-risk, at risk, lowriskor uncertain on <strong>the</strong> basis of a number of criteria. The criteria includedabsolute and relative dependency on timber-based employment, dependencyon federal timber supplies that are being reduced, and an assessment of <strong>the</strong>local industry.The following factors were used to designate a community as high-risk:* More than 20 percent of <strong>the</strong> population is employed in <strong>the</strong> wood productsindustry.* Significant portions of <strong>the</strong> local wood products industry are dependenton national <strong>for</strong>est timber where harvest reductions are planned.Table H.5 shows <strong>the</strong> results of this analysis.556
