An analysis completed by the State of Washington identified the relativeeconomic risk of 100 communities in areas affected by the reductions in federaltimber harvest. Communities were designated as either high-risk, at risk, lowriskor uncertain on the basis of a number of criteria. The criteria includedabsolute and relative dependency on timber-based employment, dependencyon federal timber supplies that are being reduced, and an assessment of thelocal industry.The following factors were used to designate a community as high-risk:* More than 20 percent of the population is employed in the wood productsindustry.* Significant portions of the local wood products industry are dependenton national forest timber where harvest reductions are planned.Table H.5 shows the results of this analysis.556
The State of Oregon has performed a similar analysis to identify severelyaffected timber dependent communities that would receive services under theOregon Economic Development Department's (OEDD) Timber ResponseProgram. A community is considered to be severely affected if:* It has had a 4 percent decline in employment in the timber industry since1989 compared to the total 1990 workforce.* Its annual average unemployment rate exceeds the state's annual averagerate by more than 50 percent, or* The OEDD director determines that the community has suffered or is likely tosuffer a severe economic decline.The communities shown on Table H.6 are affected by both timber supply andcyclical problems. While the spotted owl most directly affects western Oregoncommunities, eastern Oregon communities feel the pressure on log supply.Further, eastern Oregon communities primarily are affected by timber supplydeclines, particularly ponderosa pine, in the new federal forest plans. As aresult, eastern Oregon comminities also are shown to be severely affected.Table H.6 lists the Oregon communities declared to be severely affected as ofNovember 19, 1991.Table H.6.
