These estimates reflect the assumption that there would be nochange in private timber harvests.The study also estimated the effects of private industry conservation effortssimilar to the ISC policies and of private harvest increase in response to thehigher timber prices that would result from federal conservation efforts.Private conservation was estimated to increase total job displacement to42,100 jobs and income losses to $1.8 billion per year. An increase in privatetimber harvest, while not sustainable over the long run, would reduce jobdisplacement in the 1990s to 4,700 jobs and the income losses to $199 millionper year. These effects would be higher, however, in the next decade whenprivate harvest would be lower than the sustainable level.6. Economic Analysis of Critical Habitat Designation Effectsfor the NorthemSpotted OwL USDI January 1992.The FWS prepared this analysis to accompany its January 1992 rulemaking todesignate critical habitat for the northern spotted owl. It used estimatesprovided by the Forest Service and the BLM on the effects on federal timberharvest attributed to various efforts to protect owl habitat. This study providedestimates of timber harvest for the Forest Service and BLM forestlands accordingto the agencies' latest plans, under announced policies for implementationof the ISC strategy, and under the FWS determinations of whether timber saleswould jeopardize the continued existence of the owl or adversely modify thedesignated critical habitat. The critical habitat includes most of the acreage inthe ISC's HCAs plus about 1.7 million acres of federal forestland that was notincluded in HCAs.The FWS study estimated that Forest Service and BLM implementation of theISC strategy would reduce federal timber harvests in 1995 by 1.7 billion boardfeet per year. It estimated that the Forest Service and BLM implementation ofthe ISC strategy would cause total job losses of 27,705. The further protectionsprovided by the FWS under the Endangered Species Act would reducetimber harvests by an additional 236 million board feet and total employmentby an additional 3,311 jobs. The imposition of the prohibition on adversemodification of the critical habitat is estimated to cause additional reductionsof 102 million board feet in the 1995 timber harvest and an additional loss of1,420 jobs. The wage losses due to critical habitat designation were estimatedto be $65 million in present value (discounted at 10 percent).The FWS study also provided estimates of the following economic effects:* Federal revenue from timber sales and the net loss to the U.S. Treasury,* Changes in employment by county,* Effects on revenues to counties from federal timber sales.Although these studies analyzed somewhat different proposals using differentmethods and assumptions, they produced comparable estimates. Table H. 1summarizes selected estimates from the studies to facilitate comparison. It isclear that the costs of owl habitat protection are substantial at the nationaland regional levels. Nationally, the value of foregone timber harvest is the mostsignificant cost. This cost is borne primarily by federal taxpayers. The countiesthat share federal timber receipts also are hurt by the loss of timberrevenues. Employment and wage losses and asset losses also hit timberdependent communities hard.546
