For example, it may benecessary to evaluate harvest unit placement and layout to determine<strong>the</strong> effects of future fuels treatment on owls and owl habitat. Basedupon that evaluation, unit location may require modification to meetobjectives of owl management. In addition, proposed prescribed burnsin <strong>the</strong> matrix will be evaluated. Seasonal restrictions and limitationson locations of bums will be imposed as appropriate.G. Salvage. The recovery plan includes guidance <strong>for</strong> salvage of dead treeswithin <strong>the</strong> DCAs. Salvage may occur in those instances when it hasbeen determined through review procedures that salvage is necessaryto reduce or eliminate an adverse effect on owl habitat. The DCAmanagement plan will specify procedures to be followed consistent withrecovery plan recommendations.H. Multiple-Use Coordination. The recovery plan provides recommendationsconcerning a wide variety of activities that already may occur ormay be proposed in DCAs. As applicable, <strong>the</strong>se will be addressed inindividual DCA management plans. A proposed or existing activity canproceed if, through an evaluation process, a detennination is madethat <strong>the</strong> activity complies with <strong>the</strong> recommendations contained in aDCA management plan that has been submitted <strong>for</strong> <strong>for</strong>mal consultationand approved by <strong>the</strong> U.S. Fish and Wildlife Service.The recovery plan recommends <strong>the</strong> evaluation of all proposed activitieswithin a quarter mile of known owl activity centers to determine <strong>the</strong>effects on owl reproductive success. Activities which would disruptbreeding should be prohibited between March 1 and September 1.Aside from this general restriction, <strong>the</strong> DCA management plan willtailor management practices according to <strong>the</strong> existing and potentialimpacts of proposed activities on owl needs and recovery. As noted in<strong>the</strong> recovery plan, it may be necessary to modify or eliminate currentactivities that pose adverse impacts, and impose seasonal or o<strong>the</strong>rappropriate restrictions. Consequently, <strong>the</strong> DCA management planmay require <strong>the</strong> revision of management guidelines, regulations, orprocedures governing particular activities.The following list includes activities most likely to require attention inDCA management plans. Individual plans will address o<strong>the</strong>r concerns,as appropriate to <strong>the</strong> situation in <strong>the</strong> specific DCA.1. Road construction and maintenance.2. Fuelwood ga<strong>the</strong>ring.3. Mining.4. Developments.5. Trail development and maintenance.6. Land exchanges.7. Habitat improvement projects.8. Range facilities.9. Fire suppression and prevention.10. Christmas tree sales.11. Minor <strong>for</strong>est products.12. Recreational uses.13. Research.14. Rights-of-way, contracted rights, easements.417
