Implementation options on nonfederal landsBecause of <strong>the</strong> particular threats to <strong>the</strong> nor<strong>the</strong>rn spotted owl in <strong>the</strong> Cali<strong>for</strong>niaCascades province, relatively few options are available <strong>for</strong> achieving recoverygoals. Although a number of tools are available, conservation over <strong>the</strong> shortterm must focus on individual owl sites to offset <strong>the</strong> low population levels andpoor distribution of suitable habitat.Achieving recovery goals in this province will be potentially difficult. Existingreserves and DCAs may not have sufficient amounts of suitable habitat within<strong>the</strong>m. Currently practiced partial entry and uneven-aged management may beamenable to modification to provide suitable habitat, and <strong>the</strong>re is <strong>the</strong> possibil-Table 3.23.
