Area south of OD-1 9. In <strong>the</strong> sou<strong>the</strong>rn portion of <strong>the</strong> western OregonCascades, dispersal habitat should be provided in a band that generallyconnects OD-19, OD-20, and OD-40.Currently, <strong>the</strong> federal Endangered Species Act requirements prohibiting takeare contributing to partial fulfillment of <strong>the</strong> nonfederal recommendations in <strong>the</strong>province, but some of <strong>the</strong> guidelines do not contribute effectively to <strong>the</strong> goal ofproviding dispersal habitat. Protective management (section III.C.3.) could leadto more efficient conservation measures.Federal land exchange or purchase may be necessary to meet <strong>the</strong> recoveryobjectives <strong>for</strong> nonfederal land in this province.
