Biological goals and implementation on nonfederal landsThe overall goal for nonfederal lands on the Olympic Peninsula is to providedemographic support to the Olympic Peninsula owl population. Specificprovince objectives are to protect individual pairs and to increase habitatconnectivity between Olympic National Park's coastal strip and interior federalland.Given the current distribution of remaining owls and habitat there are severalpossibilities to meet recovery needs. One option for providing demographicsupport is through protection of spotted owls where they currently occurthroughout the peninsula, since remaining spotted owl habitat on nonfederalland is located close to federal land. Habitat to support small clusters of threeto four owls pairs in conjunction with protective measures on federal landwould be desirable to meet the province objectives.The recommended option is to provide demographic support and increasedhabitat connectivity in the western portion of the Olympic Peninsula, fromLake Ozette south to the Queets River and from the coast east to federalownership. Currently, there are approximately 35 known spotted owl activitycenters located on both federal and nonfederal land in the area. Since individualowl activity centers overlap several ownerships, protective managementon nonfederal lands should be integrated and coordinated with federal lands.Long-term protective measures that increase connectivity between OlympicNational Park's coastal strip and the interior peninsula should be planned toprovide maximum overlap with needs of other vulnerable species (e.g., salmon,marbled murrelet, fisher, northern goshawk). Planning should consider theneed for contiguous habitat between Olympic National Park's coastal strip andthe interior peninsula, as this would provide benefits to spotted owls and maybe required for other species associated with late successional forests. Measuresto increase spotted owl population connectivity are recommended in oneor two locations between interior federal ownership and Olympic NationalPark's coastal strip. Currently, several areas are capable of reestablishing thisconnectivity in the foreseeable future. These areas of contiguous habitatshould be at least 1 mile wide to provide for breeding pairs of spotted owls.Long-term provisions for 20 to 30 pairs of spotted owls on all ownerships inthis area should meet province objectives for demographic support by a)maintaining owls in the western portion of the province in a range ofelevational and ecological conditions and b) increasing the likelihood of successfuldispersal between the coastal strip and the interior. Small clusters ofowl pairs are preferred to individual owl pair protection and, to the extentfeasible and practical, should be considered. Individual owl pairs should beprotected with supplemental pair areas. The amount of owl habitat should beequal to the median amount learned from research studies in the province.Owl habitat should be provided to the maximum extent possible within an areaequal to the median home range size for the province.The establishment of areas of habitat connectivity, pair protection, and/orsmall clusters dramatically would enhance dispersal capability in this area.The need for additional areas of dispersal habitat should be evaluated whenthese areas have been designated.Additional information would be beneficial in planning nonfederal contributionson the Olympic Peninsula. The spotted owl life history simulation modeldeveloped by Forest Service researchers (discussed in Appendix A) and demographicinformation from on-going research could be a valuable tool in plan-146
