OFFICE OF THE HURA PANCHAYAT SAMITYPO – HURA, DIST. – PURULIAPhone No.:- (03252) 240-223, 240-653E-mail Id:- hura@nic.inNotice Inviting Tender No. 11/12-13/HPS dt 02.01.2013Sealed tender are hereby invited by the undersigned from the bonafide & experiencedcontractors/suppliers/registered Co-operative Societies formed by unemployed Engineers &Labour Co-operatives having credential of similar type of work & they have to abide by thefollowing conditions :-1) a) Application for tender paper should be submitted to the undersigned during officehours up to 3.00 p.m. on 10.01.2013 along with valid I. Tax/Pan Card, P. Tax, VAT (with challanof last quarter return) & credential of 50% (of same type of work), of tender amount (in the formof payment certificate & completion certificate of a works) issued by Engineer-In –Charge mustbe submitted in original & Photocopy thereof. Credential should be in proper format (with duededication Vat/ST, PT, IT, SD etc as per govt. norms).b) In case of running work, work order & up to date payment certificate issued by theEngineer-In-Charge must be produced. The original documents will be returned after scrutiny &the photocopy will be preserved by the undersigned. Payment certificate must be of last 2 years ofa works done by the contractor.c) Partnership deed & other relevant papers (in case of registered Firm Company) should beproduced at the time of application, if required.2) Tender papers will be issued to the qualified contractor on 11.01.2013 during the periodfrom 12.00 p.m. to 3.00 p.m. The undersigned is not bound to issue tender papers to all theapplicants. Decision of the undersigned regarding issue of tender papers is final. The tender formmay also be downloaded from the website of the Purulia Zilla Parishad (www.puruliazp.in) and thefilled in tender form may be submitted under sealed cover to the undersigned by post or bycourier service or by hand as may be deemed suitable. In case of tender form downloaded fromwebsite the cost of tender from shall be deposited by the intending tenderer by way of bank draftpayable in favour of the undersigned.3) Tender paper should reach the undersigned within 1.00 p.m. on 14.01.2013 Tender paperreceived after the schedule time & date will not be entertained. It will be opened on the same date& fixed time at the office of the Hura Panchayat Samity at 2.00 p.m. The intending participantsparticipated in the tender process may remain present at the time of opening.4) Time is the essence of contract. The successful contractor must complete the work withinthe time specified for completion. No. extension of time will be allowed except in special case. Ifany contractor fails to complete the work within the stipulated time, the work order issued in hisfavour will be cancelled without assigning any reason thereof. The undersigned may also proceedto get the balance work completed by any other means including through other contractors. Theexcess expenditure, if any due to such a step would be recoverable from the unpaid bills/securitydeposit of the tender. This is apart from any other penal measure the undersigned may take,including blacklisting of the contractor with forfeiture of earnest money.5) The rate should be quoted in percentage both in figures as well as in words.6) Incomplete tender will be rejected summarily. 7) Audit report of last financial 02 years will have to be submitted in case of Engg.Coop. & Labour Co-op. societies. The tender forms are to be received by the Chairman orSecretaries or any member of the society having proper power of attorney. Credential of similartype of works will have to be produced in case of Engg. Co-op & Labour Co-operative.8) All works will have to be done according to specification & drawing approved bythe authority & as per direction of Executive Officer.9) No consumable materials will be supplied to the agency for any work from theoffice of the undersigned. Agency will be responsible for procuring all materials required forproper execution of work at his own cost (except cement).10) All rates shall be inclusive of all charges like royalty, toll charge, carriage etc.11) Before starting the work, the work site must be dressed & cleared by cutting allsorts of jungle, shrubs etc. for which no extra payment will be made.12) The contractors, who will not purchase the tender paper after qualifying, will notbe allowed to participate in two consecutive tenders.13) The successful tenderer will have to start the work within seven days from the dateof issue of work order after execution of formal agreement as per rule & will have to complete thework within the time allowed for completion. Before starting any work the entitled Tenderershould establish a display board indicting the date for commencement of work, estimated cost andother particulars of the project and no. payment will be given for that event.14) Acceptance of the lowest tender is not obligatory & the undersigned reserves theright to accept or reject any or all tenders without assigning any reason what so ever & also to splitup the tendered work to more than one contractors in the interest of scheme execution.15) Amalgamation of unemployed Engineers Co-operative & Labour Co- operative inany form should not be allowed towards cutting of eligibility in participation of tender.16) VAT/IT/Royalty/Cess under BOCWACT at the prescribed rate will be deducted atsource.17) This notice shall form part of terms & conditions of tender & the participants shall bebound to abide them.18) Before submission of tender the contractor must visit the work site to judge the localcondition from all corners & no plea/complain about the site will be entertained afterwards. It willbe presumed that the agency offered the tender after reviewing entire position of the work site.19) Separate tenders should be submitted in similar way for each work or group of work.20) All working tools & plants & implants required for the work are to be arranged & suppliedby the successful tenderer, at his own cost.21) The successful tenderer will have to abide by the provisions of West Bengal contractLabour (regulation & abolition) rules 1972 as will be in force from time to time. If no Labourlicense is obtained & produced by the contractor payment will liable to be with held.22) Claim for idle Labour from contractor will not be entertained under any circumstances.No claim will be entertained for any increase in Railway freight & market price.23) The tender received after the due date & time & any change in quotation after opening ofthe tender will be out & rightly rejected. 24) Tenderers will have to deposit the earnest money through Bank draft only in favour of theundersigned.25) Accepted tenderers must receive Work Order/Supply Order within Seven days from thedate of acceptance of tender failing which Work Order/Supply Order will be issued in favor of 2 ndlowest or as desired by the authority without assigning any reason.26) 1% Cess will be deducted from the bill to be paid to the contractors under the building &other construction works. Vide F.D. Order No. 853-F Dt.-01/02/2006.27) 8% Security Deposit money will be deducted in each bill & it should be paid to thecontractor after 6 month from completion of work with full satisfaction.28) Issuance of tender paper will rest upon the tender committee of this P.S.29) Details of the tender is enclosed herewith in ANNEXURE.30) PAYMENT WILL BE MADE AS PER AVAILABILITY OF FUND AFTEREXECUTION OF WORK.31) Any item in the tender work may be changed / included at any time and the Agency will beliable to follow the instruction as and when given.32) Filled Tender Paper will be accepted if found complete as per norms / Notice by post withinthe stipulated time period.33) One agency can apply for two works only as per credential.34) One Display Board has to be constructed before starting the work mentioning details at hisown cost.35) Return paper of PAN and VAT of the year 2010-11 up to 31 st December to be submittedwithout fail.36) Credential paper, copy of work order and completion certificate to be enclosed along withapplication seeking tender paper.37) Contractor / Agency have to be appeared for an interview at Hura Panchayat Samity (onfixed date) with all original Papers of Xerox submitted along with application, seeking tenderpaper. Telephone nos. of the office, issued Credential Certificate is to be submitted.38) Cement will be supplied from this office.Please note, absent in the interview will be treated as the Agency / Contractor is notinterested to receive paper, hence tender paper may not be issued.
