It <strong>in</strong>cludes schemes run byHous<strong>in</strong>g Associations, as well as onesrun by <strong>the</strong> Council.If you apply to move to sheltered<strong>hous<strong>in</strong>g</strong>, an employee <strong>of</strong> <strong>the</strong> Council orone <strong>of</strong> <strong>the</strong> Hous<strong>in</strong>g Associations willarrange to visit you. They will be ableto tell you more about sheltered<strong>hous<strong>in</strong>g</strong>, about <strong>the</strong> choice <strong>of</strong> differentschemes and o<strong>the</strong>r options that mightbetter suit your needs. You may also beable to apply for shelteredaccommodation <strong>in</strong> o<strong>the</strong>r West <strong>London</strong><strong>Borough</strong>s under a scheme calledLocata.They will also complete a form torecord your current needs, which willbe put to <strong>the</strong> Special Needs Panel toconsider. The panel is made up <strong>of</strong>representatives from <strong>the</strong> <strong>Sheltered</strong>Hous<strong>in</strong>g Management Team and <strong>the</strong>Occupational Therapy Department whogive pr<strong>of</strong>essional advice to Hous<strong>in</strong>gstaff on whe<strong>the</strong>r shelteredaccommodation is appropriate to meet<strong>the</strong> <strong>in</strong>dividual needs <strong>of</strong> each applicant.How to use <strong>the</strong> bookletOn <strong>the</strong> back <strong>of</strong> this booklet <strong>the</strong>re is amap <strong>of</strong> <strong>the</strong> <strong>London</strong> <strong>Borough</strong> <strong>of</strong><strong>Hounslow</strong> show<strong>in</strong>g <strong>the</strong> location <strong>of</strong> all<strong>the</strong> schemes. Each scheme has beengiven a number, and <strong>the</strong> key to <strong>the</strong>map shows <strong>the</strong> name <strong>of</strong> each schemeand <strong>the</strong> number given to it.How much rent will I pay?The charge for rent varies betweenschemes, but is about £40 - £50 perweek and is reviewed each year. Youmay be able to get help with pay<strong>in</strong>gsome or all <strong>of</strong> <strong>the</strong> rent by claim<strong>in</strong>gHous<strong>in</strong>g Benefit. In addition to <strong>the</strong> rentyou will have to pay for <strong>the</strong> supportservices you receive from <strong>the</strong> <strong>Sheltered</strong>Scheme Manager and <strong>the</strong> communityalarm scheme called ‘support charge’,you may be able to get help with <strong>the</strong>payment <strong>of</strong> all or part <strong>of</strong> <strong>the</strong> supportcharge from <strong>the</strong> ‘Fairer Charg<strong>in</strong>g team’.Please note that Council Tax ischarged separately for <strong>the</strong> selfconta<strong>in</strong>ed1 and 2 bedroom flats <strong>in</strong> ourschemes.How long will I wait?How long you wait can vary from a fewmonths to several years. It depends on<strong>the</strong> priority you have been given andhow many o<strong>the</strong>r people are wait<strong>in</strong>g for<strong>the</strong> same schemes as you have chosen.We have shown <strong>the</strong> number <strong>of</strong>vacancies we expect for each scheme <strong>in</strong><strong>the</strong> course <strong>of</strong> a year, based on <strong>the</strong>number <strong>of</strong> vacancies we have had over<strong>the</strong> last couple <strong>of</strong> years. Often <strong>the</strong>number <strong>of</strong> people wait<strong>in</strong>g is far greaterthan <strong>the</strong> number <strong>of</strong> vacancies, whichmay mean a very long wait. You areunlikely to be successful <strong>in</strong> a bid for <strong>the</strong>most popular schemes unless you havea very high priority. The person whovisits you will be able to advise you onwhich schemes to choose if you want aquicker <strong>of</strong>fer, and which schemes arevery popular and <strong>the</strong>refore have longwaits.The role <strong>of</strong> <strong>the</strong> SchemeManagerMost <strong>of</strong> <strong>the</strong> sheltered schemes have afull-time resident Scheme Manager.They work a 36 hour week over 5 days<strong>in</strong> every week. They do not work onSundays and have every o<strong>the</strong>r SaturdayWho is eligible?You are eligible to applyfor <strong>Sheltered</strong> Hous<strong>in</strong>g ifyou live <strong>in</strong> <strong>the</strong> <strong>London</strong><strong>Borough</strong> <strong>of</strong> <strong>Hounslow</strong>and are 60 years <strong>of</strong> ageor over and require<strong>hous<strong>in</strong>g</strong> related support.If you live outside <strong>the</strong><strong>London</strong> <strong>Borough</strong> <strong>of</strong><strong>Hounslow</strong> but your localcouncil is a member <strong>of</strong><strong>the</strong> Locata Scheme, youwill be able to bid forproperties us<strong>in</strong>g thatScheme.If you live <strong>in</strong> any o<strong>the</strong>rcouncil area at <strong>the</strong>moment, please contactyour local council torequest a nom<strong>in</strong>ation tothis borough via <strong>the</strong>H.O.M.E.S. <strong>Hounslow</strong> Hous<strong>in</strong>g Strategy and ServicesVery <strong>Sheltered</strong>SchemesThere are 2 such schemes<strong>in</strong> <strong>the</strong> <strong>London</strong> <strong>Borough</strong> <strong>of</strong><strong>Hounslow</strong>, which have amember <strong>of</strong> staff on duty24 hours a day, 7 days aweek, <strong>of</strong>fer<strong>in</strong>g a higherlevel <strong>of</strong> assistance fortenants who are morefrail. Applications for<strong>hous<strong>in</strong>g</strong> to <strong>the</strong>se schemesare made <strong>in</strong> <strong>the</strong> sameway as for our generalsheltered <strong>hous<strong>in</strong>g</strong>schemes.or a day dur<strong>in</strong>g <strong>the</strong> week <strong>of</strong>f too.When <strong>the</strong> Scheme Manager is on leave,a Scheme Manager from a nearby unitwill do <strong>the</strong> daily round. If <strong>the</strong> SchemeManager is ill or away from <strong>the</strong> schemefor any o<strong>the</strong>r reason, L<strong>in</strong>kl<strong>in</strong>eCommunity Support Wardens cover <strong>the</strong>scheme <strong>in</strong>stead.The schemes that do not have a fulltimeresident Scheme Manager arecovered by L<strong>in</strong>kl<strong>in</strong>e Community SupportWardens permanently.The Scheme Manager is available at<strong>the</strong>ir own scheme or <strong>the</strong>ir pairedscheme, from 9 - 12 noon daily.Availability at o<strong>the</strong>r times is arrangedfor <strong>the</strong> requirements <strong>of</strong> each scheme.The Scheme Manager is also availablefor emergencies whenever <strong>the</strong>y are <strong>in</strong><strong>the</strong> build<strong>in</strong>g, except on <strong>the</strong>ir days <strong>of</strong>f.The Scheme Manager visits tenantsdaily and checks on <strong>the</strong>ir general wellbe<strong>in</strong>g.They may need to contact <strong>the</strong>tenant’s GP, family or Social Services oro<strong>the</strong>r organisations if <strong>the</strong> tenant needsassistance. The Scheme Manager willalso meet with <strong>in</strong>dividual tenants toidentify <strong>the</strong>ir support needs andprovide a support plan which will bereviewed every six months. The SchemeManager may provide extra assistancefor a temporary period if a tenant is illor recently returned home fromhospital. This extra help may <strong>in</strong>cludeshopp<strong>in</strong>g, collect<strong>in</strong>g <strong>the</strong> tenant’spension, advis<strong>in</strong>g on or complet<strong>in</strong>gforms, etc.The Scheme Manager alsoencourages <strong>the</strong> use <strong>of</strong> <strong>the</strong> communalfacilities and promotes social eventsaccord<strong>in</strong>g to <strong>the</strong> wishes <strong>of</strong> <strong>the</strong> tenants<strong>of</strong> <strong>the</strong> scheme. General events <strong>in</strong>cludec<strong>of</strong>fee morn<strong>in</strong>gs, b<strong>in</strong>go even<strong>in</strong>gs, videoscreen<strong>in</strong>gs, chair aerobics and even<strong>in</strong>gsuppers with enterta<strong>in</strong>ment, but <strong>the</strong>sevary considerably from scheme toscheme.Communal laundry facilitiesAll sheltered <strong>hous<strong>in</strong>g</strong> schemes havecommunal laundries for <strong>the</strong> use <strong>of</strong> <strong>the</strong>tenants. The laundries have washers &driers and are free <strong>of</strong> charge to tenants.The laundries are open dur<strong>in</strong>g <strong>the</strong> day,but hours may be restricted to enableHome Carers to do laundry for tenantswho have high care needs.Guest roomsSome sheltered schemes have GuestRoom facilities. This accommodationvaries from small rooms with wash<strong>in</strong>gfacilities to self-conta<strong>in</strong>ed flats. Thecharges also vary accord<strong>in</strong>gly.Guest rooms are for occasional useby visitors to tenants <strong>of</strong> shelteredschemes, who cannot stop over <strong>in</strong> <strong>the</strong>tenant’s own flat. No book<strong>in</strong>g will bemade for longer than 2 weeks. Someschemes do not have Guest Roomfacilities, so Scheme Managers <strong>of</strong> o<strong>the</strong>rschemes will try and assist colleagueswho have a tenant need<strong>in</strong>g a GuestRoom for a visitor.Pet policyNo dogs are allowed <strong>in</strong> any <strong>London</strong><strong>Borough</strong> <strong>of</strong> <strong>Hounslow</strong> managedsheltered schemes. If you already havea cat, please check with <strong>the</strong> SchemeManager to see if it is possible for youto take <strong>the</strong> cat with you. The decisionwill be made by <strong>the</strong> Scheme Managerhav<strong>in</strong>g taken <strong>in</strong>to account <strong>the</strong> views <strong>of</strong><strong>the</strong> exist<strong>in</strong>g tenants and <strong>the</strong> layout <strong>of</strong><strong>the</strong> scheme.Hous<strong>in</strong>g Associations operate <strong>the</strong>irown policies and you should check thiswith those organisations direct.2
