Chapter 2 ⎯ Description of the Proposed Action and AlternativesTraining Range and Training Support Infrastructure Construction: Projects that are required toimplement the Proposed Action are listed in Table 2–13. Training infrastructure support projects specificallyrequired to support the stationing of the 2/25 th <strong>SBCT</strong> are designated in a separate column ofTable 2–13. All projects are described in detail in Appendix D of the 2004 <strong>EIS</strong>, which is incorporatedby reference. A description of projects specifically required for stationing of the <strong>SBCT</strong> is provided inAppendix D of this document. <strong>SBCT</strong>-specific projects include two BAX projects planned for constructionat SBMR and PTA. The BAX is a critical range that consists of a range area that is approximately2,100 acres in size. The BAX range is critical for training and testing the <strong>SBCT</strong>’s capabilities,as was disc<strong>us</strong>sed previo<strong>us</strong>ly in Chapter 2 and in the 2004 <strong>EIS</strong>. In addition, <strong>SBCT</strong>-specific facilitieswould include the construction of range maintenance and ammunition storage facilities atPTA, which would be needed to store targetry, equipment, and ammunition to support the 2/25 th<strong>SBCT</strong> and its <strong>us</strong>e of the PTA BAX. Other Stryker-specific projects required to support this alternativeinclude land easements and road construction to widen and improve transportation routes to supportStryker vehicle access to USAG-HI training areas. Land easements and transportation constructionprojects to upgrade road and trail networks for Stryker vehicles include projects to upgrade the Helemanoand DMR trails from SBMR and land easements and construction projects to upgrade accessroutes from Kawaihae Harbor to PTA. These routes would be improved to allow military vehicles toaccess PTA while minimizing impacts to traffic on public roads. The original route identified in the2004 F<strong>EIS</strong> may be adj<strong>us</strong>ted better to meet the needs of the public and the National Park Service(NPS).
