Since publication ofthe D<strong>EIS</strong>, BAAF has been decertified for fixed-wing operations. Substantialimprovements to the runway m<strong>us</strong>t be made before C–17 or any other fixedwingaircraft can land or take off. The needed improvements encompass muchmore than the relatively minor improvements originally planned, including realignmentof the runway. Therefore, improvements to BAAF as a project havebeen removed from this analysis. We thank you for your comment and participationin this public process. I’d like to see that qualified.Response: Section 4.2.2 in Chapter 4 defines the terms short term and long term. The <strong>EIS</strong> needs to compare public attitudes in the proposed locations.Response: The Army has taken into account all public comments.
