To assist the reader, all acronyms are ‘spelled out’ the first timethey are <strong>us</strong>ed, and a complete list of all acronyms <strong>us</strong>ed in the document is inthe Preface. The Army should incorporate into the <strong>EIS</strong> the Memorandum of Agreement between theArmy and Waikii Ranch Homeowners’ Association that established an “Intensive Fire ManagementZone (IFMZ) around the borders of Waikii Ranch and the West Pohakuloa TrainingArea (WPTA). This Memorandum mitigates the effects of the Army <strong>us</strong>e of WPTA on residentsof Waikii Ranch.Response: The Memorandum of Agreement was incorporated into the D<strong>EIS</strong>. Mitigationmeasures in Section 5.2.4.3 include a 1-kilometer wide fuel management zonealong the border of PTA and Waikii Ranch, as required in the Memorandum ofAgreement. Chapter 3 of the D<strong>EIS</strong> is inadequate and does not address the current cult of war and worldpower domination and how it is not compatible with the sacredness held by Hawaiians for theareas occupied by the Army. In particular, the elevated land areas joining Mauna Loa andMauna Kea are the heart of the Island of Hawaii.Response: Cultural impacts from the Proposed Action in Hawaii are presented in Section5.2.5, including impacts to PTA near Mauna Loa and Mauna Kea. Addressingtopics such as the ‘cult of war and world power domination’ are out of thescope of this NEPA document.
