The State of Hawaii should be a cooperating agency for the <strong>EIS</strong>.Response: A State is of course eligible to be a cooperating agency. While Hawaii is not acooperating agency in this <strong>EIS</strong>, the Army has consulted with the State and severalState agencies provided comments on the D<strong>EIS</strong>.65. The statement on page 5–4 that “no new cantonment construction would be necessary” is inconsistentwith the description of Alternative A in Chapter 2 (page 2–20), which lists vario<strong>us</strong>cantonment construction projects that would have to be undertaken “to provide for the cantonmentrequirements of the 2/25 th <strong>SBCT</strong>.”Response: Section 2.5 has been updated to reflect that no cantonment construction projectsare required as part of Alternative A.66. I oppose the permanent stationing of the 2/25 th <strong>SBCT</strong> in Hawaii. If it is stationed anywhere,the <strong>SBCT</strong> should be stationed in Fort Richardson (Alaska), Fort Carson (Colorado), or at oneof the Army’s other installations.Response: We thank you for your comment and participation in this public process. Plant the seeds of wisdomand love. We do not want war machines in Hawaii. Please build an Aloha Center, not awar center. Declare Hawaii a Peace Zone.Response: The <strong>SBCT</strong> is designed to support a full spectrum of missions from peace supportand stability operations to engaging in armed conflict. The missions ofthat the <strong>SBCT</strong> are ultimately determined by the National Security and DefensePolicies of the nation as detailed in Section 1.2. No changes have been madeto the text of the <strong>EIS</strong> in response to this comment. We thank you for your commentand participation in this public process.
