Chapter 5 – Environmental Consequencesquality in Kawaihae Harbor and both the harbor operator and the Army have procedures to addresspotential spills resulting from transporting vehicles.Regulatory Administrative Mitigation 1: The harbor and Army would implement Spill PreventionControl and Countermeasure Plans (SPCCP) if a spill or leakage of petroleum products occurredwhile off-loading vehicles at the Kawaihae Harbor. Vehicles are required to have spill materials onhand and are trained to respond to spills during deployment operations in accordance with ArmyPolicy.5.5.3.2 Alaska5.5.3.2.1 Impacts from Cantonment ConstructionNo ImpactsThe current number of Soldiers stationed at FRA would remain the same. Therefore, no additionalcantonment facilities would be constructed. Consequently, there would be no impacts to waterresources associated with the No Action Alternative.5.5.3.2.2 Impacts from Range ConstructionNo ImpactsThe current number of Soldiers training at FRA and DTA would remain the same and no additionalranges would be constructed. Consequently, there would be no new impacts to water resourcesassociated with the No Action Alternative.5.5.3.2.3 Impacts from Live-Fire TrainingLess Than Significant ImpactsThe number of required live-fire <strong>us</strong>er days per year at FRA would be near current levels.Implementation of the USARAK INRMP and ITAM program work plans and associated landmanagement practices and water resources mitigation would continue.
