Chapter 5 – Environmental Consequencesanalysis for PCMS beca<strong>us</strong>e it is located in an attainment area and it is not a major source of airpollutants under the provisions of the Clean Air Act. <strong>SBCT</strong>-related contributions to fugitive d<strong>us</strong>t arenot expected to ca<strong>us</strong>e violation of attainment criteria. Mitigation measures will reduce air qualityimpacts to less than significant.Regulatory and Administrative Mitigation 2: To reduce the air quality impacts, the PCMS followsArmy Regulation (AR) 200-1 to provide environmental protection and enhancement (Army 2007a).Under AR 200-1, steps are identified that enable the Army to meet federal and state regulations and tominimize the <strong>us</strong>e of ozone-depleting chemicals. Although not required, the Fugitive D<strong>us</strong>t ControlPlan (DECAM 2004c) and Fort Carson Regulation 200-1 (Fort Carson 1999) established for FortCarson are followed as part of the BMPs at PCMS to minimize d<strong>us</strong>t impacts to air quality.Additionally, state land disturbance permits and d<strong>us</strong>t suppression regulations and procedures areapplicable and implemented at the PCMS. Disturbed areas larger than 25 acres or areas that have beendisturbed 6 months or longer are subject to site-specific state permits, which implement BMPs.No ImpactsVehicle emissions: An air quality evaluation at PCMS indicates that from increases in off-roadvehicle emissions at the PCMS would be far below applicable thresholds and would not violate theNAAQS or visibility standards. Based on an evaluation of convoy travel between FTC and thePCMS, it was determined that emissions from increased convoy travel would not result in effects toair quality.Emissions from prescribed burning. Emissions from prescribed burning would occur. Prescribedburning however would occur regardless of whether Alternative C is implemented. The requirementsof AQCC Regulation No. 9 would be followed to ensure that conditions are acceptable for prescribedfires and that air quality is not compromised.5.4.12 NoiseTable 5-48 lists the types of impacts associated with noise that would occur under Alternative C.Noise from range construction would be less than significant.
