Chapter 5 – Environmental ConsequencesFort Carson• Continue to implement existing management plans to minimize impacts from increased <strong>us</strong>eof hazardo<strong>us</strong> materials.• Continue to implement management plans and SOPs for munitions handling, UXO removal,lead management, and reduction of fire hazards to minimize impacts from increased training.• Continue to implement hazardo<strong>us</strong> waste and radon management plans to minimize impactsfrom increased waste <strong>us</strong>e and production during construction, and to minimize potential forradon exposure in new facilities.• Management of radiological materials (and waste) in accordance with existing plans wouldminimize impacts from construction of new medical/dental facilities.• Coordination with the Restoration Program and consultation with plans, site documents, andDECAM staff to address design, avoidance, and project siting would help to avoid orminimize impacts to existing contaminated sites.• Implement the Fort Carson Lead Management Plan to remove, encapsulate, enclose, ormanage sources of lead.• Continue to implement the Evans Army Community Hospital, Hazardo<strong>us</strong> Material/Hazardo<strong>us</strong>Waste Management Program, and Fort Carson Management of Regulated Medical Waste toaddress any medical waste generated.• Continue to recycle and re<strong>us</strong>e petrochemicals.PCMS• Until required otherwise, manage hazardo<strong>us</strong> waste at PCMS as a Conditionally Exempt SmallQuantity Generator under RCRA.• Prepare and implement a Hazardo<strong>us</strong> Waste Management Plan for hazardo<strong>us</strong> waste potentiallygenerated at PCMS.• Develop and implement a P2 Plan, SPCC Plan, and Installation Pest Management Plan forwaste minimization, spill prevention, and to minimize any potential adverse effects fromtransporting, storing, and handling additional hazardo<strong>us</strong> materials.• Continue to dispose of “solid” wastes properly at an off-post, permitted facility.• Continue to implement the ASP SOP for storage and transportation of additional munitionsand targets.• Detonate all live grenades prior to leaving the proposed hand grenade range.• Use the best available technology to accomplish lead remediation if required.
