Chapter 5 – Environmental Consequencesminimize potential adverse effects. With implementation of Army SOPs, impacts are expected to beless than significant. No additional mitigation is required.Radiological Materials. Management of radiological materials from cantonment facilities wouldcontinue in accordance with the existing Radioactive Materials Management Plan for FTC (DECAM2004i). Impacts would be less than significant, and no mitigation is required.5.4.9.2 Impacts from Range ConstructionLess Than Significant ImpactsAmmunition and UXO. The two new ranges constructed at FTC would be located primarily withinlands previo<strong>us</strong>ly <strong>us</strong>ed for Army activities. During range construction within areas previo<strong>us</strong>ly <strong>us</strong>ed forranges as is proposed for the MPMG range, UXO and lead could be encountered. Construction wouldbe preceded by Army-sponsored surface and subsurface clearance and if necessary followed byordnance health and safety monitoring during construction in order to reduce potential exposure andimpacts from construction in this area. Although UXO presents a significant impact, the Army wouldfollow proper abatement techniques, which would reduce this impact to acceptable. In addition tothese mitigation measures, the Army would continue to educate Soldiers on how to identify UXO andthe proper safety procedures for handling UXO. Continued implementation of standard Armyregulatory and administrative requirements, would reduce this impact to less than significant. Noadditional mitigation is required.Hazardo<strong>us</strong> Materials and Wastes Use and Management. Hazardo<strong>us</strong> materials and wastes associatedwith range construction would be similar to those previo<strong>us</strong>ly described for cantonment construction.With continued implementation of regulatory and administrative mitigation, no new impacts tohuman health and safety are expected. No additional mitigation is required. No range constructionwould occur on PCMS; therefore, impact analysis is not applicable.5.4.9.3 Impacts from Live-Fire TrainingSignificant Impacts Mitigable To Less Than SignificantImpact 1: Ammunition <strong>us</strong>e, storage, and wastes. Additional live-fire training would occur beca<strong>us</strong>e ofan increased number of Soldiers training at both the existing and new ranges. <strong>SBCT</strong> training wouldresult in an increased number of Soldiers training at all ranges, th<strong>us</strong> increasing the number of roundsfired. In addition, new weapons would be <strong>us</strong>ed, and the <strong>us</strong>e of large caliber munitions would increase.The 105 mm cannon on the Stryker MGS and the 120 mm mortar are the only new weapons thatwould be introduced to training. These weapons would be <strong>us</strong>ed at ranges on FTC. Althoughammunition <strong>us</strong>e would increase from the elevated level of training and expansion in military force,the impact of this increase would not be significant beca<strong>us</strong>e artillery and ammunition managementwould not change.Regulatory and Administrative Mitigation 1: Handling and storage methods, disposal protocols, andsafety procedures would continue to be conducted in accordance with existing regulations; therefore,impacts are expected to be less than significant.Additional Mitigation 1: Mitigation measures for FTC and PCMS are provided below.
