Chapter 5 – Environmental Consequences5.4.8.4 Impacts from Maneuver TrainingLess Than SignificantEconomy. Maneuver training would occur at both FTC and PCMS; however, no additional personnelwould be permanently stationed at PCMS. Soldiers would travel from FTC to PCMS for training.Soldiers traveling from FTC to PCMS for training may purchase some supplies and result in a slightincrease in b<strong>us</strong>iness sales volume. This change would be within the historic RTV range for the ROIand would be less than significant. No mitigation would be required.Environmental J<strong>us</strong>tice. All maneuver training activities would occur within the installation properties.No minority or low-income residences would be displaced by training modifications; however,increased noise, fugitive d<strong>us</strong>t, or traffic generated from construction or training activities could haveless than significant adverse impacts on nearby schools or private residences. Indirect effects fromconstruction would last only for the duration of the construction project and would be limited todaytime hours. Noise, d<strong>us</strong>t, and traffic impacts from training activities would be long-term, buttraining is currently occurring at the installations. All communities would be affected to the samedegree by these indirect effects associated with this alternative. Under implementation of thisalternative, there would be no disproportionate impacts to low-income or minority populations withinthe ROI.Protection of Children. No adverse effects to the protection of children are expected under thisalternative. No children live near the maneuver training areas. Existing security measures that preventtrespassing on the PCMS would protect children from hazards during maneuver training.5.4.9 Human Health and SafetyTable 5-45 summarizes the potential human health and safety impacts under implementation ofAlternative C. Additional personnel stationed at FTC, increased training at FTC and PCMS, and theproposed construction activities would result in <strong>us</strong>e of additional hazardo<strong>us</strong> materials and thegeneration of hazardo<strong>us</strong> wastes would increase slightly. As additional hazardo<strong>us</strong> materials and wastesare <strong>us</strong>ed, the risk of less than significant spills is anticipated to increase slightly. However, all partieswould continue to implement the existing Army protocols for waste minimization, spill prevention,and proper hazardo<strong>us</strong> waste management. There would be no significant and immitigable impactsassociated with human health and safety.
