Chapter 5 – Environmental Consequencesthat are spaced at least 15 minutes apart. Improvements to the SH 16/I-25 interchange (currentlyunderway) and the addition of passing lanes on U.S. 160 and U.S. 350 were recommended in thePiñon Canyon Maneuver Site Traffic Study (DPW 2006) and could also be implemented to mitigatethe impacts of military convoys on regional roadways.Additional Mitigation 1: Standard Army operating procedures are continually revised and reviewed torespond to new or increasing impacts to traffic, including those below, and would further reducetraffic impacts.• Schedule all PCMS-related traffic movements to occur during off-peak periods on roadwaysoperating near capacity.• Stagger convoy vehicles into groups of no more than 24 vehicles each, spaced at least 15 minutesapart.• Schedule all convoy movements through the Installation Transportation Officer at least 60 days inadvance of the training rotation.• Add passing lanes on U.S. 160 and U.S. 350 as recommended in the 2006 PCMS Traffic Study.• Schedule construction activities so that they would not interfere with training. Use traffic controlprocedures, such as detours, when appropriate.Less Than Significant ImpactsRoadway Segment Operations. Maneuver training at the PCMS property would not increase infrequency; however, Stryker vehicle exercises tend to remain on existing roads compared to trainingwith conventional vehicles and would likely require the <strong>us</strong>e of more extensive areas during maneuvertraining compared to current training activities. The <strong>us</strong>e of Stryker vehicles in the training areas couldresult in degradation of the roads within the PCMS property beca<strong>us</strong>e of additional traffic on theinstallation roads.5.4.7.5 Beneficial ImpactsRoadway Segment Operations. The <strong>us</strong>e of Stryker vehicles may require road improvements on thePCMS installation. Expansion and improvement of roads may occur under implementation of thisalternative, but the extent of improvement is not known. This would result in beneficial impacts totransportation resources within PCMS.5.4.8 Socioeconomics and Environmental J<strong>us</strong>ticeTable 5-43 summarizes the potential impacts to socioeconomic resources, environmental j<strong>us</strong>tice, andthe protection of children under implementation of Alternative C. Mitigation would be implementedto minimize impacts as summarized in the following subsections.This section analyzes the potential impacts to socioeconomics, environmental j<strong>us</strong>tice, and protectionof children. This alternative includes additional Soldiers and equipment at FTC and maneuvertraining at both FTC and PCMS. Table 5-44 summarizes the EIFS Construction Model Output forFTC.
