Nearby land <strong>us</strong>es would not be affected by the temporaryparking of Stryker vehicles within the cantonment area beca<strong>us</strong>e of increased noise, d<strong>us</strong>t, odors,adverse effects on public views, and human presence and activity would occur in areas already <strong>us</strong>edfor military activities on base. These impacts would be localized, temporary, and less than significant.No mitigation is necessary for impacts from cantonment construction. No cantonment constructionwould be necessary at PCMS; therefore, impact analysis is not applicable.5.4.6.2 Impacts from Range ConstructionLess Than Significant ImpactsImpacts on land <strong>us</strong>e during construction activities. Construction of two new ranges at FTC couldindirectly affect nearby on-post land <strong>us</strong>es beca<strong>us</strong>e of increased noise, d<strong>us</strong>t, odors, adverse effects onpublic views, and human presence and activity in the vicinity of the construction sites. However, theMPMG range would be developed by upgrading or renovating an existing range and the UAC wouldonly involve 3 acres of new construction that would occur on a previo<strong>us</strong>ly undisturbed site.Therefore, the impacts would be localized (within the installation), temporary, and less thansignificant. No mitigation is necessary. No range construction would be necessary at PCMS;therefore, no impact from this activity would occur. No mitigation is necessary for impacts fromrange construction.5.4.6.3 Impacts from Live-Fire TrainingLess Than Significant ImpactsConflicts with existing land <strong>us</strong>es, recreation resources, or resource management plans. Underimplementation of this alternative, additional live-fire training would occur as a result of an increasednumber of Soldiers training at both existing and the new ranges at FTC. In addition, new weaponswould be <strong>us</strong>ed and the <strong>us</strong>e of large caliber munitions would increase. <strong>SBCT</strong> training would result inan increased number of Soldiers training at all ranges, th<strong>us</strong> increasing the number of rounds fired aswell as increased vehicular traffic. Increased noise, d<strong>us</strong>t, or other indirect effects associated with thisalternative are not expected to affect off-post land <strong>us</strong>es. The surrounding areas are uninhabited landswithin the FTC installation. No residential areas, schools, hospitals, or b<strong>us</strong>inesses are expected to beaffected. These impacts would be localized to the vicinity around the ranges. With continuedimplementation of current Army SOPs to minimize potential noise and safety impacts, impactslocalized to the vicinity around the ranges are expected to be less than significant. No additionalmitigation would be required.5.4.6.4 Impacts from Maneuver TrainingSignificant Impacts Mitigable to Less Than SignificantImpact 1: Training Impacts to Surrounding Land Use. Under this alternative, maneuver trainingwould occur at both FTC and PCMS. Except for the differences described below, <strong>SBCT</strong> trainingwould have similar impacts as current IBCT training at each location. Brigade- and battalion-leveltraining would primarily occur at PCMS, and the frequency of this maneuver training at PCMS is notexpected to increase above existing levels. Platoon- and company-level training would primarilyoccur at FTC, and would increase in frequency by less than 10 percent when looking at all of FTCunits. MIMs at both FTC and PCMS would be expected to nearly double for the <strong>SBCT</strong> whencompared to the existing IBCT. Munitions <strong>us</strong>e is not part of maneuver training; however, <strong>SBCT</strong>maneuver training typically covers a larger area, potentially extending training into areas that haveFebruary 2008 5-150 2/25th <strong>SBCT</strong> <strong>Final</strong> <strong>EIS</strong>
