Chapter 5 – Environmental Consequencesupgrading or renovating an existing range. The UAC would only involve 3 acres of new constructionon a previo<strong>us</strong>ly undisturbed site. The small size of the UAC will allow for it to be designed to avoidsignificant impacts to cultural resources. If the new range construction is in areas that have not beensurveyed for cultural resources, surveys would be completed. If they are in areas of past surveys or ifnew cultural resources are found, plans would be adj<strong>us</strong>ted to the extent feasible to avoid impacts tocultural resources. The guidance in the ICRMP would be followed to identify, evaluate, and protectcultural resources. All ground-disturbing activities would be monitored for undocumented culturalresources. If any eligible site cannot be avoided, a treatment plan for mitigation would be developedand implemented. No range construction is anticipated for PCMS. With implementation of ICRMPand design criteria developed for locating the UAC, destruction or damage to properties of traditionalimportance will be avoided. Mitigation measures would reduce impacts to cultural resources to lessthan significant.Regulatory and Administrative Mitigation 2: SOPs and guidance in the ICRMP would be followed toidentify, evaluate, and protect cultural resources. All ground-disturbing activities would be monitoredfor undocumented cultural resources. If any eligible site cannot be avoided, a treatment plan formitigation would be developed and implemented. The protection, monitoring, and mitigationmeasures described for cantonment construction would be implemented to protect cultural resourcessites.5.4.5.3 Impacts from Live-Fire TrainingSignificant Impacts Mitigable To Less Than SignificantImpact 3: Impacts to cultural resources. The stationing of the <strong>SBCT</strong> at FTC would entail <strong>us</strong>e of newtraining ranges, an increased intensity of <strong>us</strong>e of existing ranges and <strong>us</strong>e of new weapons on thetraining ranges. There would be no change in live-fire training on PCMS. Existing ranges have beensurveyed for cultural resources and measures are in place to monitor impacts to these resources.Locations of new ranges would be inventoried for cultural resources. An increase in live-fire trainingwould occur, and the resulting impacts from increased risk of wildfire are presented in Section 5.4.4.Regulatory and Administrative Mitigation 3: SOPs and guidance in the ICRMP would be followed toidentify, evaluate, and protect cultural resources. Potential significant impacts from maneuver training wouldbe the most widespread impacts associated with <strong>SBCT</strong> maneuver training at PCMS. The stationing ofthe <strong>SBCT</strong> at Fort Carson would entail qualitatively different maneuver training over larger areas thanexisting IBCT maneuver training. Current maneuver training areas would be <strong>us</strong>ed but the amount ofMIMs associated with training would be expected to increase by nearly double over current levels(49,576 MIMs associated with the IBCT vers<strong>us</strong> 104,898 MIMs associated with the <strong>SBCT</strong>). The Armyhas discovered the <strong>SBCT</strong> does much more maneuver on road than offroad as the doctrine of the<strong>SBCT</strong> has evolved and been shaped by ongoing events in current missions. The <strong>SBCT</strong> would <strong>us</strong>eexisting trails more than the IBCT, but maneuvers would extend over larger training areas.
