Chapter 5 – Environmental ConsequencesFlood potential. There could be adverse impacts to flood-prone areas if future construction ofpermanent facilities or temporary parking were to occur within flood-prone areas. Any constructionactivity within the 100-year floodplain in El Paso County requires a Floodplain Development Permitissued by El Paso County. To avoid adverse impacts, known flood-prone areas including areasimmediately adjacent to arroyos would be avoided to the extent practicable. Floodwaters could alsoaffect personnel and equipment, however, when training in flood-prone areas, especially during flashflooding. Safety of troops and equipment is a priority during training, and training procedures directthat troops relocate from flood-prone areas when conditions are favorable for sudden storms and flashflooding.No significant impacts to water resources are expected from cantonment construction specific to the<strong>SBCT</strong>; however, the following measures would be implemented to protect water resources further. Itis the policy of FTC to eliminate or minimize the degradation of all water resources on Fort Carsonand ensure compliance with all applicable federal, state, and local water quality standards. Asdescribed in the INRMP, water resources at FTC are managed in coordination with the USGS, NRCS,USFWS, U.S. Department of J<strong>us</strong>tice, USACE, and the Colorado State Division of Water Resources.The Water Resources Management Program on FTC includes watershed/sedimentation monitoringand management, and project reviews for erosion and sediment control.The primary regulation directing operations at FTC is the Clean Water Act (CWA) and its NationalPollutant Discharge Elimination System (NPDES) requirements, which are administered by USEPA.USACE has the primary responsibility for administering Section 404 of the Clean Water Act as itpertains to discharge into any waters of the United States (DECAM 2002a and USACE 2002b).The <strong>us</strong>e of surface water and groundwater is governed by Colorado water law, and all <strong>us</strong>e ordiversion of water m<strong>us</strong>t be coordinated with DECAM prior to <strong>us</strong>e. Specific objectives for waterresources on Army lands were established in accordance with AR 200-1 (Army 2007a); EO 11988provides requirements for floodplain management (DECAM 2002a).Pursuant to provisions in the CWA, contractors m<strong>us</strong>t submit an NOI to obtain coverage under theNPDES General Permit for Storm Water Discharges from Construction Activities for eachconstruction project that disturbs 1 acre or more of land. In addition, contractors m<strong>us</strong>t develop andimplement an SWPPP for each project that outlines mitigation strategies to reduce impacts associatedwith stormwater runoff during construction (USEPA 2006b). Permanent treatment of storm runoff isrequired as part of the installation’s MS4 permit in Colorado.Impacts from spills would be addressed effectively through the Spill Prevention Control andCountermeasure Plan and standard procedures, including training personnel in spill prevention andcontrol techniques and requirements, maintaining appropriate spill control equipment in areas whererefueling may occur, and complying with all hazardo<strong>us</strong> materials management regulations. Preventivemeasures would also include safe driving practices, and proper transport of hazardo<strong>us</strong> materials incompliance with Army, state, and federal regulations.5.4.3.2 Impacts from Range ConstructionLess Than Significant ImpactsNonpoint source contamination of surface water and groundwater. Construction activities for the tworanges on FTC could result in short-term, localized increases in erosion and runoff. However, theMPMG range would be developed by upgrading or renovating an existing range and the UAC wouldonly involve 3 acres of new construction that would occur on a previo<strong>us</strong>ly undisturbed site.
