Two new training ranges would be constructed at FRA. Impacts would be a beneficial andless than significant.Utilities. No plans for construction or improvements of utilities would result from this alternative. Aslight increase in demand on utilities would occur under this alternative as a result of rangeconstruction; however, impacts to utilities are expected to be less than significant.No ImpactsPublic Services. No impacts to public services are expected as a result of range construction at FRA.No range construction is planned at DTA under this alternative; therefore, impact analysis is notapplicable.5.3.15.3 Impacts from Live-Fire TrainingLess Than Significant ImpactsFacilities. Range <strong>us</strong>e would increase on each range type and increased amounts of ammunition wouldbe <strong>us</strong>ed, resulting in a proportionate increase in the generation of UXO and lead contamination ontraining ranges with 567 additional Soldiers. All ranges would be operated with design specifications.With implementation of Army SOPs, impacts are expected to be less than significant.Utilities. A slight increase in demand on utilities would occur under this alternative as a result ofincreased live-fire training; however, impacts to utilities are expected to be less than significant. Nomitigation would be required.No ImpactsPublic Services. There would be a slight increase in <strong>us</strong>age of the live-fire training ranges; however,no impacts to public services are expected.5.3.15.4 Impacts from Maneuver TrainingLess Than Significant ImpactsFacilities. Maneuver training land is sufficient to support training requirements proposed under thisalternative. Institutional programs would provide mitigation measures to help minimize impacts toland condition and impacts resulting from maneuver training. Overall, proposed training requirementsunder this alternative would produce less than significant impacts to maneuver training landinfrastructure.Current institutional programs, such as the ITAM program, would mitigate impacts to training lands.Additionally, the proposed implementation of institutional programs, such as ITAM, INRMPs,ecosystem management, and the s<strong>us</strong>tainable range management program would mitigate this impact.February 2008 5-119 2/25th <strong>SBCT</strong> <strong>Final</strong> <strong>EIS</strong>
