Chapter 5 – Environmental Consequences5.3.11.4 Impacts from Maneuver TrainingLess Than Significant ImpactsFugitive dust from military vehicles. Maneuver training would occur at both FRA and DTA andwould have similar impacts at each location, but at different magnitudes. SBCT maneuver trainingtypically covers a larger area, potentially extending training into areas that have not been used asfrequently. These areas may experience greater reduction in vegetative cover over time and a higherrate of PM 10 emissions as wind-blown dust. Increased movement of Stryker vehicles, a heavy-dutyclass vehicle, on unpaved areas would result in particulate emissions. Fugitive particulate emissionfrom deployment over paved roads were not evaluated as they would be relatively minor and produceno impact over the large number of road miles traveled during a deployment. The effect of fugitive dust generated by maneuver activities at the FRA and DTA training areas wereassessed under the current SBCT action for comparison with the 24-hour and annual PM 10 NAAQS.The estimated effect from maneuver activities during the interim and end-state stages at FRA andDTA would not be significant in comparison with the NAAQS.5.3.12 NoiseTable 5-31 summarizes the impacts associated with noise that would occur under Alternative B. Theimpacts from all activity groups would be less than significant.Table 5-31Summary of Potential Impacts to Noise from Alternative BLocationActivity Group Fort Richardson Donnelly Training AreaImpacts from Cantonment Construction ☼ N/AImpacts from Range Construction ☼ N/AImpacts from Live-Fire Training ☼ ☼Impacts from Maneuver Training ☼ ☼ = Significant + = Beneficial Impact = Significant but mitigable to less than significant N/A = Not Applicable☼ = Less than Significant = No Impact5.3.12.1 Impacts from Cantonment ConstructionLess Than Significant ImpactsConstruction and operation noise. Permanent stationing of the 2/25 th SBCT at FRA would slightlyincrease the overall population with the addition of Soldiers, their families, and support personnel.Construction would temporarily increase human presence and activity at construction sites. Ingeneral, construction would occur away from installation boundaries and would not result in longtermnegative impacts on the surrounding communities. Construction would contribute to temporary, localized increases in noise levels. Overall, these increases in noise would be less than significant.February 2008 5-113 2/25th SBCT Final EIS
