Chapter 1 ⎯ Purpose and Need1.2.1 Need for the Permanent Stationing of the 2/25 th <strong>SBCT</strong>The need for the permanent stationing of the 2/25 th <strong>SBCT</strong> centers on five primary areas of need thatrequire the Army to take action. These areas of need include adhering to national security and defensepolicy, furthering Army Transformation as directed by these policies, meeting training and operationalrequirements for the <strong>SBCT</strong>, providing for Soldier and Family quality of life requirements, andmeeting strategic deployment requirements to ensure adequate defense assets can be deployed in atimely manner to critical areas of interest. As disc<strong>us</strong>sed, these areas of need are all explicitly or implicitlyaddressed throughout the guiding national security and defense policy documents and are nondiscretionaryelements of Army decision making for the permanent stationing of the 2/25 th <strong>SBCT</strong>.1.2.1.1 National Security and Defense PolicyThe Army is established as a land-based military force, and its forces are to be organized, trained, andequipped to represent the nation’s global security and defense interests around the world. The Armydoes this primarily through prompt intervention and s<strong>us</strong>tained combat, peacekeeping, and support andstability operations in key regions of interest defined by national strategic policies and objectives.Key policy documents for national security and national defense include the NSS (March 2006), theNational Military Strategy (NMS), the NDS (March 2005), and the QDR (February 2006). As Commanderand Chief of the Armed Services, the President of the United States, in conjunction with hissecurity advisors, promulgates and defines national security and defense policy from within the executivebranch of government. Using these policy documents for strategic guidance, military commandersconduct contingency planning to ensure that their forces are able to respond to crises, shapethe global security environment, and implement security and defense policies in their regions of interest.The Army is responsible for the implementation of national security and defense policy as outlinedin these over-arching security and defense policy documents.1.2.1.2 National Security StrategyThe NSS sets forth several broad goals for the Department of Defense (DoD) and Army to assist inthe shaping of the global security environment. These goals include:1) Disrupting and destroying terrorist organizations with global reach.2) Denying terrorist groups the support and sanctuary provided by rogue states.3) Preventing and resolving regional conflicts.4) Intervening in regional conflict to promote stability, when necessary.5) Assisting in post-conflict stabilization and reconstruction.6) Preventing nuclear proliferation.7) Preventing tyranny, oppression, and genocide.These goals provide direction and guidance to inform DoD and Army Commanders and strategicplanners to establish the NDS and plan for strategic mission requirements.1.2.1.3 National Defense StrategyThe NDS outlines how DoD will support broader U.S. efforts to create conditions conducive to a secureinternational system as outlined in the NSS. The NDS strives to maintain international sovereignty,representative governance, peaceful resolution of regional disputes, and open and competitivemarkets.
