Implementation of this alternative would requireconstruction of additional motorpool parking at FRA. Construction activities could result in shortterm,localized increases in erosion and runoff. Use of heavy construction equipment would ca<strong>us</strong>ecompaction of near surface soils that could result in increased runoff and increased sedimentation.Clearing and grading during construction would expose the soils to erosion. However, impacts tosurface water are expected to be less than significant. Construction activities at FRA would alsoinclude increased overland flow and runoff and consequently decreased percolation to groundwater.These impacts are also expected to be less than significant. Engineering controls and BMPs, includingthe SWPP Plan, would be <strong>us</strong>ed to minimize these potential impacts during construction.Impacts on Water Use. Overall water <strong>us</strong>e on FRA would increase under this alternative. The addedpersonnel represent a 16 percent increase over the current population. Due to the quantity of wateravailable, the increase on water <strong>us</strong>e is not expected to have a significant effect on water availability inthe area. The current water supply is expected to meet the increase in demand.Flood Potential. There could also be adverse impacts to flood-prone areas if construction ofpermanent facilities occurs within flood-prone areas. To avoid adverse impacts, new facilities wouldbe located to the extent practicable outside of known flood-prone areas.Potential Impacts of Spills of Hazardo<strong>us</strong> Materials. Construction of new facilities would temporarilyincrease the <strong>us</strong>e of fuels, solvents, and other hazardo<strong>us</strong> and toxic substances, which could result inindirect impacts to surface and/or groundwater if accidentally released into the environment. FRA hasimplemented BMPs, an SPCC, and an SWPPP to address leaks or spills of hazardo<strong>us</strong> materials.
