Chapter 5 – Environmental Consequences5.2.8.3 Impacts from Live-Fire TrainingLess Than Significant ImpactsEnvironmental J<strong>us</strong>tice. No minority or low-income residences would be displaced by trainingmodifications. However, noise and fugitive d<strong>us</strong>t generated from project-related construction ortraining areas could have less than significant adverse indirect impacts on nearby schools or privateresidences. Increased noise and fugitive d<strong>us</strong>t would be limited to daytime hours. Long-term noiseimpacts would result from increased training, but training is currently occurring at the installations.Fugitive d<strong>us</strong>t emissions at SBMR could affect low-income and minority populations in Wahiawa andMililani Town; however, these impacts would be mitigated, if necessary, as described in the AirQuality section of this document. Indirect impacts would be less than significant and would notdisproportionately affect low-income or minority populations.Protection of Children. No disproportionate endangerment of children would occur on or near theinstallations. Alternative A would result in some less than significant short-term adverse indirecteffects on nearby schools or residences. Increased noise and fugitive d<strong>us</strong>t associated with live-firetraining activities would be temporary, and no adverse impacts to the health and safety of children areexpected.No ImpactsLive-fire training would have no impacts on population, economy, employment, income, ho<strong>us</strong>ing, orschools. No live-fire training would occur on DMR; therefore, impact analysis is not applicable.5.2.8.4 Impacts from Maneuver TrainingNo ImpactsManeuver training would have no impacts on population, economy, employment, income, ho<strong>us</strong>ing, orschools. Long-term noise impacts would result from increased training, but training is currentlyoccurring at the installations.5.2.9 Human Health and SafetyTable 5-12 summarizes the potential human health and safety impacts under implementation ofAlternative A. Under implementation of this alternative, there would be no significant andimmitigable impacts associated to human health and safety. Significant but mitigable impacts wouldbe associated with the <strong>us</strong>e of additional ammunition and UXO generation during live-fire training,and potential construction disturbances to ongoing remediation at IRP sites, the <strong>us</strong>e of hazardo<strong>us</strong>materials or generation of hazardo<strong>us</strong> wastes during construction, and increased fuel <strong>us</strong>age during<strong>SBCT</strong> maneuver training. The Army follows strict SOPs for storing and <strong>us</strong>ing hazardo<strong>us</strong> materials;therefore, no new procedures would need to be implemented to store or <strong>us</strong>e the construction-relatedor operation-related hazardo<strong>us</strong> materials.
