Chapter 5 – Environmental Consequences5.2.7 Traffic and TransportationTable 5-8 summarizes the potential impacts to traffic and transportation resources underimplementation of Alternative A. Impacts would include increased traffic on public roads as a resultof transporting Soldiers and equipment to training ranges and from construction traffic. Trafficimpacts associated with military vehicle convoys and during construction activities would be less thansignificant. Mitigation would be implemented to minimize impacts as summarized in the followingsubsections. Overall, the traffic impacts on public roadways outside the Army installations would beless than significant.Table 5-8Summary of Potential Traffic and Transportation Impacts fromAlternative ALocationActivity Group SBMR DMR KTA/KLOA PTAImpacts from Cantonment Construction N/A N/A N/A N/AImpacts from Range Construction ☼ N/A N/A ☼Impacts from Live-Fire Training ☼ N/A ☼/ N/A ☼Impacts from Maneuver Training ☼ ☼ ☼/ N/A ☼ = Significant + = Beneficial Impact = Significant but mitigable to less than significant N/A = Not Applicable☼ = Less than Significant= No Impact5.2.7.1 Impacts from Cantonment ConstructionThere is no cantonment construction required in USAG-HI to support the stationing of the 2/25 th .USAG-HI has adequate facilities on hand to support the SBCT and, in fact, was supporting theSBCT’s living, administrative, and vehicle maintenance requirements in 2007 prior to the unit’sdeployment.5.2.7.2 Impacts from Range ConstructionLess Than Significant ImpactsConstruction traffic. Range construction activities associated with Alternative A would generateadditional traffic from worker vehicles and trucks, but construction traffic would be temporary andwould result in less than significant impacts. The project-related construction traffic would notsignificantly affect operations at the intersections and street segments in the project vicinity, andtraffic would generally be free flowing. Implementation of Alternative A is expected to result in lessthan significant traffic-related impacts associated with the construction of the individual projects atSBMR. No mitigation would be required.Under implementation of Alternative A, no mitigation is required for traffic congestion off post. However, the Army currently operates a public web site (http://www.25idl.army.mil) that lists aschedule of upcoming USAG-HI activities including training and public involvement projects.Subject to force protection measures and other security measures, the site would contain USAG-HItraining and convoy schedules, community projects in which the USAG-HI is involved, publicFebruary 2008 5-34 2/25th SBCT Final EIS
