Chapter 3 ⎯ Affected Environment(MEDDAC) contractor permitted to dispose of that type of waste. Any medical waste generated atPCMS is transported by certified personnel in government vehicles to Evans Army Community Hospital(EACH) at FTC to be disposed of in accordance with MEDDAC’s plans (USACE 2007b); EvansArmy Community Hospital Hazardo<strong>us</strong> Materials/Hazardo<strong>us</strong> Waste Program, MEDDAC RegulationNumber 40-5-6 (U.S. Army 2005a); and Fort Carson Management of Regulated Medical Waste,MEDDAC Regulation Number 40-5-5 (U.S. Army 2005b).3.3.8.2 Pinon Canyon Maneuver SiteThis section describes the affected environment for hazardo<strong>us</strong> materials and wastes within the cantonmentand the training areas at PCMS. Hazardo<strong>us</strong> materials <strong>us</strong>ed at the PCMS include gasoline,diesel fuel, oil, and lubricants <strong>us</strong>ed during routine maintenance; pesticides; chemical agents; and explosiveand pyrotechnic devices <strong>us</strong>ed in military training operations. A limited variety of hazardo<strong>us</strong>/toxicmaterials is <strong>us</strong>ed on the PCMS compared to FTC.Ammunition, Live-Fire, and UXOExplosive and pyrotechnic devices are <strong>us</strong>ed at PCMS for military training operations. UXO is not expectedto be present at the PCMS. Non-explosive practice grenades are <strong>us</strong>ed at an existing grenadelauncherrange.POLs and Storage TanksPetroleum-based products are <strong>us</strong>ed in the training areas for the repair and maintenance of vehicles andreplacement of obsolete or malfunctioning target systems, such as lifters, that contain hydraulic fluids(USAEC 2006b). Small maintenance facilities would be expected to be <strong>us</strong>ed to store petroleum-basedproducts. Larger gas, diesel, and heating fuel USTs are located in the cantonment. Smaller ASTs arelocated at Big Canyon, Biernachis, Sharps, and Red Rocks Ranches. The 11 USTs and 10 ASTs havea combined capacity of approximately 130,000 gallons.Contaminated and IRP SitesNo IRP sites are currently under investigation on PCMS. No SWMUs have been identified within thePCMS.Lead and AsbestosThe ranches at the PCMS were built during a time when asbestos and LBP were commonly <strong>us</strong>ed forconstruction. The cantonment facilities were constructed after 1985 and are unlikely to contain LBPor asbestos.Pesticides/HerbicidesAs required by Army policies, the PCMS emphasizes integrated pest management. Pesticides andherbicides could be required for insect and rodent control in structures and control of undesired vegetationincluding noxio<strong>us</strong> weeds (USACE 2006a). Potential areas of pesticide application include thegrounds surrounding support facilities and ranges.RadonThe cantonment is an area of high concern for radon potential (DECAM 2006a) and requires monitoringand engineering precautions to limit radon exposure.February 2008 3–170 2/25th <strong>SBCT</strong> <strong>Final</strong> <strong>EIS</strong>
