Chapter 3 ⎯ Affected EnvironmentPOLs and Storage TanksStorage tanks at FTC are generally located within the cantonment area, primarily at vehicle maintenancefacilities (motor pools), Butts Army Airfield, and other maintenance areas. ASTs with secondarycontainment are generally <strong>us</strong>ed to store petroleum products. Petroleum products are stored innumero<strong>us</strong> ASTs within the cantonment area and include newly constructed contractor-owned, contractor-operatedbulk and retail fuel facilities that provide fuel to all military units on FTC. Undergroundstorage tanks have been <strong>us</strong>ed to store gasoline, diesel, aircraft fuel, and other fuels. Threecommercial gas stations are operated on FTC, and each station contains three USTs (DECAM2004b).Petroleum-based products are stored in several ASTs and at the hazardo<strong>us</strong> cargo loading area locatedat the south end of the runway at Butts Army Airfield. Petroleum-based products are <strong>us</strong>ed in the repairof malfunctioning targetry systems and military vehicles and for replacement of obsolete or malfunctioningtargetry systems such as lifters that contain hydraulic fluids (USAEC 2006b).The painting, repair, and maintenance of 47 aircraft and their supporting wheeled ground vehicles requirethe <strong>us</strong>e of POLs and other hazardo<strong>us</strong> materials. Aircraft maintenance hangars, one hot-refuelpoint, and one outdoor wash rack are <strong>us</strong>ed to perform standard vehicle maintenance (DPW 2004).Additionally, painting operations are conducted at a paint booth in one of the old hangars. Lead acidbatteries are <strong>us</strong>ed for all aircraft and their supporting wheeled vehicles.Contaminated and IRP SitesFTC is not listed on USEPA’s NPL, which designates high-priority cleanup sites under CERCLA,more commonly known as the Superfund Program. Investigation and cleanup of FTC is conductedunder the Corrective Action portion of a RCRA Part B Permit (#CO-06-09-29-01).Investigation and cleanup of FTC’s contaminated sites is conducted in accordance with the RCRAPart B permit requirements under coordination with the CDPHE. Typical contaminants of concern includeorganics (solvents, petroleum hydrocarbons, etc.), explosives (TNT, RDX, etc.), and inorganics.There are 170 Solid Waste Management Units (SWMUs) within vario<strong>us</strong> stages of cleanup stat<strong>us</strong> underFTC’s Corrective Action program at the cantonment, Butts Army Airfield, and Range. For the170 SWMUs, site investigation and cleanup are being performed in accordance with applicableArmy, state, and federal requirements to achieve established cleanup goals and schedules. FTC managesthe SWMUs according to all federal, state, and local regulations, and FTC’s RCRA Part B permit.To the extent practical, all SWMUs are avoided during construction projects.LeadLead-based paint may be found in older facilities at Butts Army Airfield (DECAM 2006a). Lead canpotentially be found in chipped or cracking painted walls of the buildings or in surrounding soils.Paint in liquid form can also contain hazardo<strong>us</strong> lead concentrations. Lead waste may also be found atthe gun and artillery practice ranges where lead munitions are <strong>us</strong>ed (DECAM 2004c).AsbestosAsbestos-containing materials may be found in older facilities at Butts Army Airfield (DECAM2006a).
