ToNo. DoNER/NLP/AP/51/2004Government of IndiaMinistry of Development of North Eastern RegionVigyan Bhawan Annexe, Maulana Azad Road, New Delhi – 110011Dated 18.10.2005The Principal Secretary (Planning),Planning Department,Government of Arunachal PradeshItanagar – 791 111Sir,Subject: Administrative approval for Central financial assistanceunder Non-lapsable Central Pool of Resources (NLCPR)towards the project, namely “Improvement of Porter Trackfrom Tungri to Mago (70 Km)”, in Arunachal Pradesh.I directed to refer to the Planning Department, Government of ArunachalPradesh letter No. PD(PMC)49/2004 dated 11.04.2005 forwarding re-revised DPR of theabove mentioned project, and to convey the approval of Government of India for thesanction of a sum of Rs. 231.76 lakh (90%) for the project estimated at a cost of Rs.257.51 lakh as per detailed bread up given below.SlNo.Item of workAmount (Rs. in lac)1. The approval of Ministry of Development of North Eastern Regions (M/oDoNER) is subject to the following conditions:a. M/o DoNER will release only 90% of the project cost as Grant ininstallments to the State Government for implementation/ execution ofthe project. Balance 10% being loan component, would be authorizedby the Ministry of Finance (Plan Finance Division I) to be raised by theState in consultation with Reserve Bank of India. In the case of theState being fiscally weak and not able to raise load component from themarket, Ministry of Finance would make appropriate arrangement toraise the same and lend to the State.b. The time frame for completion of the project is two years. The date ofthis sanction letter would be reckoned as the date of start of the project.Target date of completion of the project would be November 2007.Time frame is to be followed strictly.

c. Immediately on receipt of this sanction letter, the State Governmentkeeping in view the target date, would firm up the quarterly physicaland financial targets and convey them within one month to thisMinistry. Thereafter, quarterly report on the physical and financialprogram of the project shall be furnished to the M/o DoNER within 10days of close of the quarter.d. The project shall be implemented strictly in time and with the help ofPERT and CPM.e. The funds shall be utilized strictly for the purpose for which they arebeing sanctioned. No diversion of fund is allowed.f. Any escalation towards cost of the project has to be borne by the StateGovernment from their resources.g. If the project is unduly delayed without sufficient valid reasons, itwould remain open to M/o DoNER to adjust the entire amount soreleased against some other sanctioned project under NLCPR and closethis project under NLCPR scheme.h. The State Finance Department/Planning Department shall ensuretransmission of the released amount to the Department/ ImplementingAgency concerned within 30 days from the date of release by theGovernment of India and submit certificate in this behalf within theprescribed time limit to Ministry of Development of North EasternRegion.i. The State Government shall properly utilize funds and submitUtilization Certificate on prescribed proforma to Joint Secretary,Ministry of Development of North Eastern Region, Vigyan BhavanAnnexe, Maulana Azad road, New Delhi – 110011 within a period ofnine months from the date of release. In case the funds are not utilizedwithin the stipulated time, the Planning Department of the StateGovernment should approach the Ministry of Development of NorthEastern Region with sound reasoning for revalidation.j. The State Government shall nominate a nodal officer for the projectwho would be responsible for time implementation of the sanctionedworks, within the approved costs. The name and designation of theNodal Officer with full address along with his contact telephonenumber would be communicated to the Ministry.k. The State Government shall get the projects inspected on ground atleast once in a quarter and submit physical progress report in prescribedproforma within two weeks after the close of the quarter of the year toJoint Secretary, Ministry of Development of North Eastern Region,Vigyan Bhawan Annexe, Maulana Azad road, New Delhi – 110 011.l. The State Chief Engineer, PWD should certify the cost and complywith the requirements as observed by the Department of RoadTransport & Highways, Government of India in their technicalcomments vide O.M. No. NH-12013/37/2004/Ar.P/NH-10 dated07.10.2004 (copy enclosed).

It is requested that the State Government may send us the requirement offunds along with work plan during the financial year 2005-2006 to enablethis Ministry to consider release of first installment for the project. Therelease of next and subsequent installments for the project would begoverned by the specific clause mentioned in the NLCPR Guidelines date07.07.2004.4.
