PD(PMC)49/<strong>2004</strong> dated 11.04.2005 forwarding re-revised DPR <strong>of</strong> theabove mentioned project, and to convey the approval <strong>of</strong> <strong>Government</strong> <strong>of</strong> <strong>India</strong> for thesanction <strong>of</strong> a sum <strong>of</strong> Rs. 231.76 lakh (90%) for the project estimated at a cost <strong>of</strong> Rs.257.<strong>51</strong> lakh as per detailed bread up given below.Sl<strong>No</strong>.Item <strong>of</strong> workAmount (Rs. in lac)1. The approval <strong>of</strong> <strong>Ministry</strong> <strong>of</strong> Development <strong>of</strong> <strong>No</strong>rth Eastern Regions (M/o<strong>DoNER</strong>) is subject to the following conditions:a. M/o <strong>DoNER</strong> will release only 90% <strong>of</strong> the project cost as Grant ininstallments to the State <strong>Government</strong> for implementation/ execution <strong>of</strong>the project. Balance 10% being loan component, would be authorizedby the <strong>Ministry</strong> <strong>of</strong> Finance (Plan Finance Division I) to be raised by theState in consultation with Reserve Bank <strong>of</strong> <strong>India</strong>. In the case <strong>of</strong> theState being fiscally weak and not able to raise load component from themarket, <strong>Ministry</strong> <strong>of</strong> Finance would make appropriate arrangement toraise the same and lend to the State.b. The time frame for completion <strong>of</strong> the project is two years. The date <strong>of</strong>this sanction letter would be reckoned as the date <strong>of</strong> start <strong>of</strong> the project.Target date <strong>of</strong> completion <strong>of</strong> the project would be <strong>No</strong>vember 2007.Time frame is to be followed strictly.


c. Immediately on receipt <strong>of</strong> this sanction letter, the State <strong>Government</strong>keeping in view the target date, would firm up the quarterly physicaland financial targets and convey them within one month to this<strong>Ministry</strong>. Thereafter, quarterly report on the physical and financialprogram <strong>of</strong> the project shall be furnished to the M/o <strong>DoNER</strong> within 10days <strong>of</strong> close <strong>of</strong> the quarter.d. The project shall be implemented strictly in time and with the help <strong>of</strong>PERT and CPM.e. The funds shall be utilized strictly for the purpose for which they arebeing sanctioned. <strong>No</strong> diversion <strong>of</strong> fund is allowed.f. Any escalation towards cost <strong>of</strong> the project has to be borne by the State<strong>Government</strong> from their resources.g. If the project is unduly delayed without sufficient valid reasons, itwould remain open to M/o <strong>DoNER</strong> to adjust the entire amount soreleased against some other sanctioned project under NLCPR and closethis project under NLCPR scheme.h. The State Finance Department/Planning Department shall ensuretransmission <strong>of</strong> the released amount to the Department/ ImplementingAgency concerned within 30 days from the date <strong>of</strong> release by the<strong>Government</strong> <strong>of</strong> <strong>India</strong> and submit certificate in this behalf within theprescribed time limit to <strong>Ministry</strong> <strong>of</strong> Development <strong>of</strong> <strong>No</strong>rth EasternRegion.i. The State <strong>Government</strong> shall properly utilize funds and submitUtilization Certificate on prescribed pr<strong>of</strong>orma to Joint Secretary,<strong>Ministry</strong> <strong>of</strong> Development <strong>of</strong> <strong>No</strong>rth Eastern Region, Vigyan BhavanAnnexe, Maulana Azad road, New Delhi – 110011 within a period <strong>of</strong>nine months from the date <strong>of</strong> release. In case the funds are not utilizedwithin the stipulated time, the Planning Department <strong>of</strong> the State<strong>Government</strong> should approach the <strong>Ministry</strong> <strong>of</strong> Development <strong>of</strong> <strong>No</strong>rthEastern Region with sound reasoning for revalidation.j. The State <strong>Government</strong> shall nominate a nodal <strong>of</strong>ficer for the projectwho would be responsible for time implementation <strong>of</strong> the sanctionedworks, within the approved costs. The name and designation <strong>of</strong> the<strong>No</strong>dal Officer with full address along with his contact telephonenumber would be communicated to the <strong>Ministry</strong>.k. The State <strong>Government</strong> shall get the projects inspected on ground atleast once in a quarter and submit physical progress report in prescribedpr<strong>of</strong>orma within two weeks after the close <strong>of</strong> the quarter <strong>of</strong> the year toJoint Secretary, <strong>Ministry</strong> <strong>of</strong> Development <strong>of</strong> <strong>No</strong>rth Eastern Region,Vigyan Bhawan Annexe, Maulana Azad road, New Delhi – 110 011.l. The State Chief Engineer, PWD should certify the cost and complywith the requirements as observed by the Department <strong>of</strong> RoadTransport & Highways, <strong>Government</strong> <strong>of</strong> <strong>India</strong> in their technicalcomments vide O.M. <strong>No</strong>. NH-12013/37/<strong>2004</strong>/Ar.P/NH-10 dated07.10.<strong>2004</strong> (copy enclosed).


3. It is requested that the State <strong>Government</strong> may send us the requirement <strong>of</strong>funds along with work plan during the financial year 2005-2006 to enablethis <strong>Ministry</strong> to consider release <strong>of</strong> first installment for the project. Therelease <strong>of</strong> next and subsequent installments for the project would begoverned by the specific clause mentioned in the NLCPR Guidelines date07.07.<strong>2004</strong>.4.
