Mures is one of the most important cities 

in romania, renowned medical, university, 

historical and cultural center. 

attested since 1300, the town became an 

educational center since the eighteenth

With a population of 150,000 inhabitants, 

respectively 212,000 in the metropolitan 

area, a model of interethnic coexistence 

(50% romanian, 47% Hungarian, 3% 

other nationalities), the city is Mures 

county seat and an “urban development 

pole” 

Due to its geographical position and high 

degree of accessibility, by air via the international 

airport, by road (located at 

the intersection of two future highways) 

and by railroad, the city has all the prerequisites 

to its development into a major

MOBILE EMERGENCY SERVICE 

FOR RESUSCITATION AND 

EXTRICATION 

(SMURD) 

General inForMation 

UPU sMUrD Mures is the pilot centre for 

the first teleMeDiCine unit in romania. 

UPU sMUrD was founded in 1990 in tirgu 

Mures by the doctor raed arafat. 

in 1992, following an international training 

period of 3 weeks, with trainers from 

Germany, Holland, scotland and the United 

states, an exercise was performed, 

to which were invited to participate the 

representatives of several Ministries and 

institutions. Following this exercise, the 

Minister of Health declared, by the Decision 

no. 1094 of november 5, 1992, the 

new system functioning in tirgu Mures 

as national Pilot Centre. 

in 2001 was founded in tirgu Mures the 

first integrated dispatch in the country 

with a sole number 112 valid for all 

public emergency services like Police, 

Fire Department, County ambulance and 

sMUrD. the dispatch is funded by the 

tirgu Mures Mayor’s office along with 

other mayors in the county and also romanian 

Gendarmerie. 

in over 20 years of activity, UPU sMUrD 

succeeded to transform itself from an 

empirical structure, based exclusively on 

voluntary work (it started with 3- 4 volunteers) 

in a complex gear, with national 

coverage and over 4,000 employees. if 

at first, the base of sMUrD’ endowment 

were the donations (from equipment, 

supplies and mobile intensive care units 

to the very building in which it develops 

its activity - the famous “hut”), in time, 

once the legally recognized status was 

attained, the unit began to be financed 

from the budget. the staff went through 

several stages of training and development 

so that at this moment UPU sMUrD 

people are considered to be one of the 

most capable. 

at this point UPU sMUrD Mures implements 

an impressive number of projects 

and programs, which aim especially the 

professional development of the staff: 

• Certificate in pre-hospital emergency 

care; 

• Certificate in emergency Medical 

asistance for the emergency 

structures; 

• residency Program in emergency 

Medicine; 

• the project of implementing the 

telemedicine system - coordination 

center at UPU sMUrD Mures 

and it connects to UPU and the 

emergency centers in 41 hospitals 

located in the administrative region

and there are to be implemented 

the connections to UPU oradea 

County emergency Clinical Hospital 

and UPU emergency Clinical Hospital- 

Moinesti, Bacau county. 

• experience exchange programs 

with the new York University, Bellvue 

Hospital - a total of 20 medical 

personnel from the UPU sMUrD 

Mures had traveled to Usa and over 

100 professionals from the emergency 

service of Bellvue Hospital; 

• the training program for emergency 

physicians in Jordan; 

• Certificate Program in emergency

MCeCH tîrgu - Mures it’s the first on the 

emergency clinical hospital standings in 

romania 

through the establishment of the hospital 

in 1983, medicine from tirgu- Mures 

has witnessed a new stage. the continuous 

scientific research of the academics 

from University of Medicine and 

Pharmacy, the study of young doctors in 

clinics and hospital wards, the continuous 

search through the perpetuation of 

domestic and international relationships 

are the sources of the great performances 

that medicine has registered 

at the Mures County emergency Clinical 

Hospital. 

1084 beds, 3390 employees, the hospital 

is the largest employer in Mures. 

in 2010 more than 43,000 patients were 

discharged and 32% of them come from 

other counties than Mures county, which 

indicates an extremely high addressability 

due to professionals working in this 

hospital.

(MCCH) is a public health unit with beds, 

newly established by the reorganization 

of the Mures County emergency Clinical 

Hospital. 

the functioning of this new hospital of 

local, county and regional interest dates 

from september 1, 2008 and has a total 

of 1119 beds distributed in 23 wards 

and 3 departments (69.23% medical and 

30.77% surgical), mostly clinical, located 

in a system of buildings spread on the 

whole city’s area. 

to ensure paraclinical and related services, 

in the hospital’s structure there

of radiology and Medical imaging with 

workstations, laboratory of medical 

analysis with workstations, laboratory 

of pathological anatomy, laboratory of

integrated emergency Dispatch 112 is 

equipped with a video monitoring system 

with cameras that allow 360 degree 

rotation and which are positioned 

in 12 locations. these cameras are 

monitored by the County Police service 

officer in collaboration with the Community 

Police Community service officer. 

Captured events are managed 

both by iPJ as well as by the Community 

Police according to law. 

Cameras can be viewed on a Barco 

Video Wall that allows multiple windows 

simultaneously on the screen. 

Video recordings are stored on a media 

server and kept in database for about 

20 days. Video recordings are available 

to authorized parties on the basis 

of memos requesting this information. 

We mention that videos provided by the 

Dispatch were used to solve certain cases 

handled by iPJ

emergency Dispatch monitors 60 crews 

each one equipped with GPs devices. 

equipment have been distributed to 

emergency services sMUrD, saJ, Police, 

isU, gendarmes and Community Police 

and are monitored using a dedicated 

software that allows real-time view of 

crew positions in order to be assigned to 

the emergency cases.

CHroniC Patients 

Home monitoring system of chronic 

patients is a pilot program and has 

been tested since 2008 in the dispatch. 

Monitoring equipment communicate 

with the dispatch via GPrs using 

a console located in the patient’s 

apartment which transmits 

the alert helped by a remote control. 

the system allows monitored patients 

to alert the dispatcher using a 

remote in case they need emergency 

medical assistance without calling the 

emergency line 112, thereby reducing 

the reaction time. alert is received 

on a terminal that is monitored by the 

coordinator doctor and the foreman. 

equipment has been distributed only to 

chronic patients. 


teleMeDiCine 

the first emergency telemedicine project 

in romania functions in the emergency 

unit of the Mures County emergency 

Clinical Hospital. the pilot project 

consists in a system of interconnecting 

audio-video and data by which smaller 

hospitals in the country can receive support 

and medical advice in transferring 

critically ill patients, from a coordination 

center, located in tirgu-Mures. also, with 

this mechanism, the regional coordination 

center physicians receive information 

about the patient’s vital parameters 

- eCG, personal data, radiological and ultrasound 

images. in addition, the device 

also allows consultation with experts for 

a second opinion in cases of emergency. 

the project includes 40 emergency departments 

from hospitals in the counties 

of alba, Brasov, Bistrita-nasaud, Covasna, 

Harghita, Mures and sibiu, which will be 

coordinated from the regional hospital in 

tirgu-Mures. 

the program was funded by 

the World Bank and its budget 

amounts to over one million euros. 

telemedicine system inaugurated in 

tirgu-Mures is to be extended in several 

cities and it is wished to be applied even 

in the whole country, in order to reduce 

the number of deaths in emergency 

situations and to eliminate unjustified 

“walking” of patients from one hospital to 

another.
