General Presentation<br />

Mures is one of the most important cities<br />
in romania, renowned medical, university,<br />

attested since 1300, the town became an<br />
educational center since the eighteenth<br />

With a population of 150,000 inhabitants,<br />
respectively 212,000 in the metropolitan<br />
area, a model of interethnic coexistence<br />
(50% romanian, 47% Hungarian, 3%<br />
other nationalities), the city is Mures<br />
county seat and an “urban development<br />

Due to its geographical position and high<br />
degree of accessibility, by air via the international<br />
airport, by road (located at<br />
the intersection of two future highways)<br />
and by railroad, the city has all the prerequisites<br />
to its development into a major<br />

(SMURD)<br />
General inForMation<br />
UPU sMUrD Mures is the pilot centre for<br />
the first teleMeDiCine unit in romania.<br />
UPU sMUrD was founded in 1990 in tirgu<br />
Mures by the doctor raed arafat.<br />
in 1992, following an international training<br />
period of 3 weeks, with trainers from<br />
Germany, Holland, scotland and the United<br />
states, an exercise was performed,<br />
to which were invited to participate the<br />
representatives of several Ministries and<br />
institutions. Following this exercise, the<br />
Minister of Health declared, by the Decision<br />
no. 1094 of november 5, 1992, the<br />
new system functioning in tirgu Mures<br />
as national Pilot Centre.<br />
in 2001 was founded in tirgu Mures the<br />
first integrated dispatch in the country<br />
with a sole number 112 valid for all<br />
public emergency services like Police,<br />
Fire Department, County ambulance and<br />
sMUrD. the dispatch is funded by the<br />
tirgu Mures Mayor’s office along with<br />
other mayors in the county and also romanian<br />
Gendarmerie.<br />
in over 20 years of activity, UPU sMUrD<br />
succeeded to transform itself from an<br />
empirical structure, based exclusively on<br />
voluntary work (it started with 3- 4 volunteers)<br />
in a complex gear, with national<br />
coverage and over 4,000 employees. if<br />
at first, the base of sMUrD’ endowment<br />
were the donations (from equipment,<br />
supplies and mobile intensive care units<br />
to the very building in which it develops<br />
its activity - the famous “hut”), in time,<br />
once the legally recognized status was<br />
attained, the unit began to be financed<br />
from the budget. the staff went through<br />
several stages of training and development<br />
so that at this moment UPU sMUrD<br />
people are considered to be one of the<br />
most capable.<br />
at this point UPU sMUrD Mures implements<br />
an impressive number of projects<br />
and programs, which aim especially the<br />
professional development of the staff:<br />
• Certificate in pre-hospital emergency<br />
care;<br />
• Certificate in emergency Medical<br />
asistance for the emergency<br />
structures;<br />
• residency Program in emergency<br />
Medicine;<br />
• the project of implementing the<br />
telemedicine system - coordination<br />
center at UPU sMUrD Mures<br />
and it connects to UPU and the<br />
emergency centers in 41 hospitals<br />
located in the administrative region<br />

and there are to be implemented<br />
the connections to UPU oradea<br />

emergency clinical hospital standings in<br />
romania<br />
through the establishment of the hospital<br />
in 1983, medicine from tirgu- Mures<br />
has witnessed a new stage. the continuous<br />
scientific research of the academics<br />
from University of Medicine and<br />
Pharmacy, the study of young doctors in<br />
clinics and hospital wards, the continuous<br />
search through the perpetuation of<br />
domestic and international relationships<br />
are the sources of the great performances<br />
that medicine has registered<br />
at the Mures County emergency Clinical<br />
Hospital.<br />
1084 beds, 3390 employees, the hospital<br />
is the largest employer in Mures.<br />
in 2010 more than 43,000 patients were<br />
discharged and 32% of them come from<br />
other counties than Mures county, which<br />
indicates an extremely high addressability<br />
due to professionals working in this<br />

integrated emergency Dispatch 112 of<br />
tirgu Mures is the only integrated dispatch<br />
in romania, in which four systems<br />
are implemented as follows:<br />
• emergency calls answering system<br />

sYsteM 112<br />
the main activity of the 112 dispatch is<br />
that of answering emergency calls, calls<br />
for sMUrD, ambulance, Police, Fire, Gendarmes.<br />
answering calls is being made by operators<br />
belonging to tirgu Mures City<br />
Hall and operators belonging to the<br />
special telecommunications service.<br />
also each emergency department<br />
(sMUrD, saJ, Police, isU, gendarmes<br />
and Community Police) has a representative<br />
in the dispatch that is intended to<br />
analyze and to decide on intervention<br />
crews that will go to emergency cases<br />
taken by 112 dispatcher.<br />
the software used for registering 112<br />
emergency calls is the same at national<br />
level and is managed by the sts. this<br />
software allows simultaneous data reception<br />
and transmission to all emergency<br />
services reducing the reaction time.<br />
ViDeo MonitorinG sYsteM oF tHe<br />
Main CrossroaDs in tHe CitY oF<br />
tirGU MUres<br />
integrated emergency Dispatch 112 is<br />
equipped with a video monitoring system<br />
with cameras that allow 360 degree<br />
rotation and which are positioned<br />
in 12 locations. these cameras are<br />
monitored by the County Police service<br />
officer in collaboration with the Community<br />
Police Community service officer.<br />
Captured events are managed<br />
both by iPJ as well as by the Community<br />
Police according to law.<br />
Cameras can be viewed on a Barco<br />
Video Wall that allows multiple windows<br />
simultaneously on the screen.<br />
Video recordings are stored on a media<br />
server and kept in database for about<br />
20 days. Video recordings are available<br />
to authorized parties on the basis<br />
of memos requesting this information.<br />
We mention that videos provided by the<br />
Dispatch were used to solve certain cases<br />
handled by iPJ<br />
G.P.s. MonitorinG sYsteM<br />
emergency Dispatch monitors 60 crews<br />
each one equipped with GPs devices.<br />
equipment have been distributed to<br />
emergency services sMUrD, saJ, Police,<br />
isU, gendarmes and Community Police<br />
and are monitored using a dedicated<br />
software that allows real-time view of<br />
crew positions in order to be assigned to<br />
the emergency cases.<br />

CHroniC Patients<br />
Home monitoring system of chronic<br />
patients is a pilot program and has<br />
been tested since 2008 in the dispatch.<br />
Monitoring equipment communicate<br />
with the dispatch via GPrs using<br />
a console located in the patient’s<br />
apartment which transmits<br />
the alert helped by a remote control.<br />
the system allows monitored patients<br />
to alert the dispatcher using a<br />
remote in case they need emergency<br />
medical assistance without calling the<br />
emergency line 112, thereby reducing<br />
the reaction time. alert is received<br />
on a terminal that is monitored by the<br />
coordinator doctor and the foreman.<br />
equipment has been distributed only to<br />
chronic patients.<br />

teleMeDiCine<br />
the first emergency telemedicine project<br />
in romania functions in the emergency<br />
unit of the Mures County emergency<br />
Clinical Hospital. the pilot project<br />
consists in a system of interconnecting<br />
audio-video and data by which smaller<br />
hospitals in the country can receive support<br />
and medical advice in transferring<br />
critically ill patients, from a coordination<br />
center, located in tirgu-Mures. also, with<br />
this mechanism, the regional coordination<br />
center physicians receive information<br />
about the patient’s vital parameters<br />
- eCG, personal data, radiological and ultrasound<br />
images. in addition, the device<br />
also allows consultation with experts for<br />
a second opinion in cases of emergency.<br />
the project includes 40 emergency departments<br />
from hospitals in the counties<br />
of alba, Brasov, Bistrita-nasaud, Covasna,<br />
Harghita, Mures and sibiu, which will be<br />
coordinated from the regional hospital in<br />
tirgu-Mures.<br />
the program was funded by<br />
the World Bank and its budget<br />
amounts to over one million euros.<br />
telemedicine system inaugurated in<br />
tirgu-Mures is to be extended in several<br />
cities and it is wished to be applied even<br />
in the whole country, in order to reduce<br />
the number of deaths in emergency<br />
situations and to eliminate unjustified<br />
“walking” of patients from one hospital to<br />
another.<br />
