Draft <strong>Park</strong> Program• A<strong>Park</strong> Program is a written documentth<strong>at</strong> outl<strong>in</strong>es the type of facilities th<strong>at</strong>will be <strong>in</strong>cluded <strong>in</strong> a park• We held two meet<strong>in</strong>gs with variousstakeholders• We are meet<strong>in</strong>g <strong>in</strong>dividually withmunicipalities and user groups (andthese meet<strong>in</strong>gs are ongo<strong>in</strong>g)• We have tabul<strong>at</strong>ed the survey andtaken th<strong>at</strong> <strong>in</strong>to consider<strong>at</strong>ion• Draft Program St<strong>at</strong>ement issummarized for <strong>you</strong>r review tonight


Conserv<strong>at</strong>ion Easement• The eastern property has a Conserv<strong>at</strong>ionEasement on it held by the SoutheastRegional Land Conservancy• This property has limit<strong>at</strong>ions on the amountof impervious surface th<strong>at</strong> is allowed, as wellas maximum square footages for build<strong>in</strong>gsand park<strong>in</strong>g lots• This assures the property will be:– developed <strong>in</strong> an environmentallysensitive way– the property will rema<strong>in</strong> a passiveenvironmentally focused park


<strong>Park</strong> Entrances• Possibility of provid<strong>in</strong>g separ<strong>at</strong>eentrances for the ma<strong>in</strong> park andthe ma<strong>in</strong>tenance facility to keepthose dist<strong>in</strong>ct uses segreg<strong>at</strong>ed• Reduce the number of entrancesto elim<strong>in</strong><strong>at</strong>e confusion –we haveto have two –one east, one west• Investig<strong>at</strong><strong>in</strong>g a way to have avehicular connection to SmithfieldRoad on the western property sowe are not cutt<strong>in</strong>g through theexist<strong>in</strong>g neighborhood


<strong>Park</strong> Roads<strong>Park</strong> roads need to be designed:• To prevent speed<strong>in</strong>g• To allow bicycle and pedestrian access• To provide a pleasant arrival with aprogression of views• To provide easy to understand <strong>in</strong>ternalcircul<strong>at</strong>ion• To m<strong>in</strong>imize clear<strong>in</strong>g and grad<strong>in</strong>g• To protect environmentally sensitiveareas


<strong>Park</strong> <strong>Park</strong><strong>in</strong>g Lots<strong>Park</strong><strong>in</strong>g lots need to be designed to:• Reduce environmental impact• Prevent large expanses of pavement• M<strong>in</strong>imize clear<strong>in</strong>g and grad<strong>in</strong>g• Ma<strong>in</strong>ta<strong>in</strong> shade as much as possible• Use effective stormw<strong>at</strong>er managementtechniques• Provide an aesthetically pleas<strong>in</strong>g arrival


Environmental Educ<strong>at</strong>ion CenterThe Environmental Educ<strong>at</strong>ion Center is a build<strong>in</strong>gth<strong>at</strong> will provide the follow<strong>in</strong>g:• A focal po<strong>in</strong>t/hub for the <strong>Park</strong> and Marks Creek area• The park office• Public restrooms• Rooms for classes, meet<strong>in</strong>gs, educ<strong>at</strong>ion,“Discovery Room,” storage• Site sensitivity, perhaps views of lake• “Green” architecture• May function as the trailhead• Drop‐off area for visitors from cars or buses• Shaded park<strong>in</strong>g for cars and bikes


<strong>Park</strong> Ma<strong>in</strong>tenance FacilityThis facility is the headquarters forpark ma<strong>in</strong>tenance. It will <strong>in</strong>clude:• Offices for ma<strong>in</strong>tenance staff• Workshop and storage for supplies• Priv<strong>at</strong>e restroom and break room forma<strong>in</strong>tenance staff• Ma<strong>in</strong>tenance yard for delivery and storageof equipment and supplies• <strong>Park</strong><strong>in</strong>g for ma<strong>in</strong>tenance staff as well asma<strong>in</strong>tenance vehicles and equipment• Facility should be small, and away frompublic view• Possibility of a separ<strong>at</strong>e entrance


Open Space – Western PropertyThe western property has been used for farm<strong>in</strong>g, so ithas exist<strong>in</strong>g open space. This property will:• Ma<strong>in</strong>ta<strong>in</strong> exist<strong>in</strong>g knolls, long vistas• Area can be used for environmental educ<strong>at</strong>ion us<strong>in</strong>g themeadow and allow<strong>in</strong>g n<strong>at</strong>ural succession• Mounta<strong>in</strong> bike trails• Disc golf• Public art


Open Play Fields – Eastern PropertyThree fields are be<strong>in</strong>g built on theeastern property :• Look<strong>in</strong>g <strong>in</strong>to a jo<strong>in</strong>t use agreement withthe Wake <strong>County</strong> Public School Systemand the Town of Wendell• Sports use of the fields <strong>would</strong> beprogrammed by the Town of Wendell• Open play/pick up games• Large area for group play, festivals, tents• Environmental educ<strong>at</strong>ion• Provide benches or shelters


Day Use AreasDay Use Areas are picnic areas often usedby school groups, as well as others• Loc<strong>at</strong>ed near the Environmental Educ<strong>at</strong>ionCenter• Picnic Shelters• Restrooms• Individual picnic areas nearby• Playgrounds• Shelters can be used for:– family events– outdoor classrooms– an amphithe<strong>at</strong>er for perform<strong>in</strong>g– for dances• Grills, tables, w<strong>at</strong>er and electricity
