ApplicantsSubstance screening is required for all designated final applicants, either alone or aspart of a pre-employment physical examination. Applicants are required to sign aconsent/release form before submitting to screening. Applicants will be disqualified forhire if they test positive, refuse to submit to a test, or refuse to execute the requiredconsent/release form.B. All Current Designated Employees1. Reasonable CauseAll current designated employees will be required to submit to screening whenever asupervisor observes circumstances which he/she believes indicate that an employeehas used a controlled substance or otherwise violated the substance abuse rules.Among other things, reasonable cause testing may result from supervisor observation,co-worker complaints, performance decline, attendance or behavior changes,involvement in a workplace or vehicular accident, or other actions which indicate apossible error in judgement or negligence, or other violation of the Calhoun CountyBoard of Education policy.The supervisor or supervisors requesting testing shall prepare and sign writtendocuments explaining the circumstances and the evidence upon which they relied,within 24 hours of the testing or before the results of the test are released, whichever isearlier. While one supervisor may request a reasonable cause test, when feasible,supervisors are encouraged to obtain a second supervisor as a witness.2. Random TestingThe Board will conduct random unannounced screenings of all designated employees.The Calhoun County Board of Education will administer tests of employees in a numberequal to or greater than 50% for drug screens and 25% for alcohol screens of the workforce without advance notice in the first 12 months of testing. There will be nomaximum number of samples that any one individual will be required to provide duringthe testing schedule. Subsequent testing will be conducted at levels equal to or greaterthan the initial testing schedule. Alabama Industrial Medicine/Drug Free America willprovide computerized random sample lists to the Program Administrator. The list ofemployees in the random pool will be updated on a monthly basis. Employees will berequired to report to Calhoun County Board of Education designated collection sites fortesting as soon as possible, but in no case later than two hours following notification.Annually, the test will be spread reasonably over the 12 months.
3. Post Accident TestingEmployees are required to immediately notify the Program Administrator of any accidentresulting in injury or damage to school system property. This policy requires anemployee involved in a DOT reportable accident as defined in the Federal Motor CarrierSafety Regulations to undergo substance screening to the schedule provided in theDOT regulations. This should be done, if possible, within two hours of the occurrence ofthe accident or incident. The Calhoun County Board of Education will discipline,including discharge, any employee who fails to report an accident or submit tosubstance screening where it is required by law or this policy. The ProgramAdministrator will complete an accident report in compliance with required CalhounCounty Board of Education Policy.C. Testing ProceduresI. General GuidelinesThe Calhoun County Board of Education, the Contractor, and its laboratory shall rely,when practical, on the guidelines of the Federal Department of TransportationProcedures for Transportation Workplace Drug Testing Programs.2. Substance for Which Screening is Conducted.Designated employees will regularly be tested for; amphetamines, cannabinoids,cocaine, opiates, and phencyclidine, as well as alcohol. Employees may be tested forother substances without advance notice as part of a separate test performed by theCalhoun County Board of Education for safety purposes. Such tests will be coordinatedwith the Program Administrator.3. Testing ProcedureUrinalysis will be utilized in test for illicit drugs as prescribed in the Department ofTransportation regulations. All initial positive urine specimens will be confirmed by gaschromatography/mass spectrometry (GC/MS). All alcohol testing will be done utilizing aDOT approved Evidential Breath Testing Device (EBT).D. Collection SitesThe Calhoun County Board of Education and/or Contractor, will designate collectionsites in areas where it maintains facilities or job sites where individuals may providespecimens.E. Collection ProceduresThe Board, the contractor, and the laboratory, have developed and will maintain adocumented procedure for collecting, shipping, and accessing urine specimens.
