D. To reduce the likelihood of incidents of accidental personal injury and/or damageto students or property.E. To comply with Federal regulations and requirements of the OmnibusTransportation Employee Testing Act of 1991 with amendments.F. To reduce the likelihood that school property will be used for illicit drug activities.G. To protect the reputation of the school system and its employees.3. EnforcementA. As a condition of employment, the <strong>Calhoun</strong> <strong>County</strong> Board of Education reservesthe right to require all designated employees (defined in its broadest sense asanyone who has a school bus driver’s license with the State of Alabama oranyone who drives a vehicle belonging to the <strong>Calhoun</strong> <strong>County</strong> Board ofEducation on a regular basis) to submit at any time to determine the presence ofprohibited substances.B. Pursuant to Board policy and procedures, designated employees will undergotesting:(1) At the time of initial employment:(2) When the Board or its designee has reasonable cause to believe anemployee has violated its drug and alcohol policy;(3) On a random basis without advance notice;(4) Following any Department of Transportation (DOT) reportable accident.C. Conviction for a misdemeanor or felony involving illegal on the job criminal drugactivities is not condoned by the <strong>Calhoun</strong> <strong>County</strong> Board of Education. Illegalactivity includes the use, manufacture, sale, attempted sale, unlawful distribution,possession or receipt, trafficking, attempt, criminal solicitation, or criminalconspiracy involving controlled substances. Criminal involvement with controlledsubstances has a negative effect on job performance, attendance, the morale,security, and safety of employees and students. Employees who are convictedof on the job or off the job criminal drug activity are subject to discipline up todischarge.D. Employees convicted of alcohol related traffic violations, including driving underthe influence while on or off the job, will be subject to discipline includingtermination.E. The <strong>Calhoun</strong> <strong>County</strong> Board of Education will provide referral information andresources as required under the Department of Transportation regulations, butwill not be responsible for providing benefits or assuming any financialresponsibility for evaluations, counseling, or rehabilitation services under thispolicy. These costs are entirely the responsibility of the employee.4. Procedures for implementing the required drug and alcohol testing will be developedand approved by the <strong>Calhoun</strong> <strong>County</strong> Board of Education.
