Based onsuch an outstanding intellectual potential, international corporations are offered favourableconditions to open their branches and representative offices in Lublin. The attractivelocation of Lublin, competitive labour costs, a favourable business environment and theavailability of modern office areas may be viewed as incentives for any investors searchingfor new locations for their BPO centres.Biotechnology, comprising the manufacture of vaccines, serums and probiotics, isone of the Lublin sectors which show vast development prospects. THE LUBLIN SUB-ZONEIn order to accelerate the economic growth of the city, the Lublin Sub-Zone wasestablished in 2007, forming an integral part of the Special Economic Zone EURO-PARKMIELEC, managed by the Industrial Development Agency Joint Stock Company, MielecBranch. It constitutes an attractive location for investments, providing entrepreneurs withpreferential terms and conditions for conducting their business activities.The Sub-Zone, the total area of which exceeds 118 ha, covers the “green-field”areas located in the eastern part of Lublin, in the vicinity of the currently-being-constructedairport and the future ring road. THE RELIEF AND INCENTIVE SYSTEMincentives.To attract potential investors, the city offers a number of investment reliefs andEach entrepreneur who obtains a licence to conduct business activities in theLublin Sub-Zone will be entitled to regional support in the form of CIT relief in respect of• invested outlays,• providing new jobs.The expenses incurred within the Sub-Zone which are eligible for support include• purchase of land or related right of perpetual usufruct,• purchase or own-account production of fixed assets,• reconstruction or modernisation of existing fixed assets,• purchase of intangible or legal assets related to technology transfer.The scope of income tax relief depends on the size of the enterprise, amounting to• 50% for a large enterprise (employing 250 people or more),• 60% for a medium-sized enterprise (employing 50-249 people),• 70% for a small enterprise (employing less than 50 people).Public aid in the form of income tax reliefs will be valid until 2020. THE INVESTMENTS IMPLEMENTEDThe Lublin ring roadwith a total length of 54.5 km, will be constructed as part of the express roads S12, S17 andS19. The construction of the north-eastern section of the ring road, in connection with theEuropean Football Championship EURO 2012 hosted jointly by Poland and the Ukraine,is planned to be completed in mid-2012.
