- Provide in<strong>for</strong>mation on present and future water availability <strong>for</strong> sectors, logically organisedper catchment, which allows <strong>for</strong> sector planning.The master plan is expected to provide <strong>the</strong> institutional arrangements; <strong>the</strong> EKN is planning toprovide support in institutional development and capacity building and is in this respect in linewith <strong>the</strong> outcomes of <strong>the</strong> Kigali workshop. Also <strong>the</strong> need <strong>for</strong> catchment-level planning isacknowledged by EKN as a second component in its proposed support programme. With respectto <strong>the</strong> availability of data and <strong>the</strong> management in<strong>for</strong>mation system (MIS) to in<strong>for</strong>m catchmentplanning and management <strong>the</strong> outcome of <strong>the</strong> master plan process is fundamentally important.An approximate set of data on water demand and availability will be included in <strong>the</strong> MIS, but itsquality remains to be assessed .As a next step, based on <strong>the</strong> outcome of <strong>the</strong> SEA of <strong>the</strong> Master Plan, assess <strong>the</strong> validity of <strong>the</strong> MISunder <strong>the</strong> Master Plan, and advice on ei<strong>the</strong>r reducing <strong>the</strong> EKN support programme to 2components (1 institutional and capacity development <strong>for</strong> <strong>IWRM</strong>, and 2 catchment-levelassessment and planning), or maintaining <strong>the</strong> original WRAM component.4. Do a consistency analysis: new versus existing objectivesThe Master Plan is presently analysing <strong>the</strong> consistency and consequences of national sectorpolicies <strong>for</strong> each catchment. An SEA <strong>for</strong> <strong>the</strong> Master Plan has to verify <strong>the</strong> quality and completenessof <strong>the</strong> in<strong>for</strong>mation (see <strong>the</strong> ToR <strong>for</strong> this SEA in <strong>the</strong> next section).Additionally, a consistency check should be carried out <strong>for</strong>:- Linkages with <strong>the</strong> EDPRS II, once known in its final <strong>for</strong>m (early 2013);- O<strong>the</strong>r programmes implemented by EKN; both <strong>the</strong> energy and <strong>the</strong> food programmes areexpected to have relevant linkages to <strong>the</strong> water sector support programme;- O<strong>the</strong>r donor programmes; at <strong>the</strong> moment of writing <strong>the</strong> USAID water sector programme is <strong>the</strong>most prominent;- O<strong>the</strong>r government initiatives affecting water resources;- O<strong>the</strong>r government policies/programmes with stated environmental objectives, such asNational Environmental Action Plan, National Sustainable Development strategy, etc.The consistency check should investigate ways to:- look <strong>for</strong> <strong>the</strong> potential of <strong>the</strong> programmes to rein<strong>for</strong>ce each o<strong>the</strong>r;- ensure mainstreaming of existing environmental objectives into new plans;- avoid duplication of ef<strong>for</strong>ts;- avoid contradictory activities;- allow <strong>for</strong> catchment specific approaches/solutions.5. Set ToR <strong>for</strong> <strong>the</strong> technical assessment, based on scoping resultsAs proposed earlier, <strong>the</strong> EKN water sector support programme is likely to have two maincomponents. A number of choices need to be made <strong>for</strong> final programme <strong>for</strong>mulation, <strong>for</strong> which<strong>the</strong> SEA has to provide in<strong>for</strong>mation:Institutional development and capacity building <strong>for</strong> <strong>IWRM</strong> in <strong>Rwanda</strong>29
