4.3 Implementation and management of <strong>the</strong> SEAprocessThe proposed overall SEA process is pro-active, transparent and independent. For each of <strong>the</strong>SEAs, guidance on how to implement and manage <strong>the</strong> SEA will be provided by <strong>the</strong> NCEA in <strong>the</strong>next chapter to this advisory report:- next steps to undertake <strong>for</strong> <strong>the</strong> overall SEA <strong>for</strong> <strong>the</strong> EKN’s support programme <strong>for</strong> <strong>IWRM</strong> areoutlined in <strong>the</strong> ToR in par. 5.1.- a ToR <strong>for</strong> <strong>the</strong> SEA in support of <strong>the</strong> Master Plan, can be found in 5.2.- an outline <strong>for</strong> ToR <strong>for</strong> SEAs in support of catchment planning is provided in 5.3.Note: as decisions on whe<strong>the</strong>r to develop catchment plans, and how, are still to be taken, <strong>the</strong>seToR <strong>for</strong> SEAs <strong>for</strong> catchment plans are not yet in a detailed enough stage <strong>for</strong> execution. The ToRcan be finalised once <strong>the</strong> decisions on catchment planning have been taken. The NCEA is availableto provide fur<strong>the</strong>r assistance if so required.26
