To facilitate this undertaking, we have included aToR <strong>for</strong> this SEA in this report.<strong>IWRM</strong> becomes effective when implemented at <strong>the</strong> appropriate level, thus allowing <strong>for</strong> specificcatchment-level management solutions. The current focus in <strong>Rwanda</strong> seems to be more onnational policy framework development than on catchment management. The NCEArecommends <strong>the</strong> RWRD to develop management plans <strong>for</strong> each catchment, and to conduct SEAs<strong>for</strong> those plans to allow buy-in of all stakeholders and ensure consideration of social,environmental and economic aspects in catchment level decision making. In this report, weprovide recommendations on how <strong>the</strong> EKN could support catchment level planning and SEAs.Again, to facilitate this work, a ToR has been provided <strong>for</strong> such SEAs.With respect to timing, we expect you to be able to start <strong>the</strong> <strong>for</strong>mulation of <strong>the</strong> EKN’s <strong>IWRM</strong>support programme as planned, with <strong>the</strong> arrival of <strong>the</strong> <strong>the</strong>matic expert in early 2013. We dorecommend you however, to wait <strong>for</strong> <strong>the</strong> above mentioned Master Plan be<strong>for</strong>e you finalise yourprogramme <strong>for</strong>mulation, so that you can check consistency of your programme with <strong>the</strong> MasterPlan. As <strong>the</strong> Master Plan will guide <strong>IWRM</strong> implementation in <strong>the</strong> coming years, it will be useful tocheck consistency of your support programme with its final version in order to achievemaximum alignment.I would appreciate to be kept in<strong>for</strong>med on how you will use this advice in <strong>the</strong> development of<strong>the</strong> EKN’s <strong>IWRM</strong> support programme.
