Three main areas are relevant in assessment processes:INFORMATIONA solid assessment ofenvironmental and o<strong>the</strong>r issuesPROCESSA well structured public &governmentdebate on <strong>the</strong>se issuesPROCEDUREA mechanism to take <strong>the</strong> resultsof assessment and debate into account(influence)a. Good quality in<strong>for</strong>mation on social and biophysical environment, needed to come toan in<strong>for</strong>med decision. Focus is on scientifically valid methods <strong>for</strong> data collection.b. A process guaranteeing that views and interests of stakeholders are taken intoaccount. Focus is on stakeholder identification and participation/dialogue.c. A mechanism that makes sure assessment results are taken into account in decisionmaking and which guarantees <strong>the</strong>se decisions are taken in a transparent manner.Focus is on <strong>the</strong> institutional capacity to deal with <strong>the</strong> assessment and decision makingprocess.SEA <strong>for</strong> <strong>IWRM</strong> at a glanceSummarising <strong>the</strong> above, SEA <strong>for</strong> <strong>Rwanda</strong>n <strong>IWRM</strong> could look like <strong>the</strong> scheme below. The schemeshows that SEA will not lead to any delays in <strong>the</strong> implementation of <strong>IWRM</strong> in <strong>Rwanda</strong>.In this context and set-up, SEA will help achieve coherence and sustainability of <strong>IWRM</strong> and its ongoingand future support processes. In <strong>the</strong> next chapters <strong>the</strong> NCEA will provide draft ToR <strong>for</strong> eachSEA.25
