If <strong>the</strong> EKN decides to start working in selected catchments, whe<strong>the</strong>r in a pilot approach or asco-funding agency of a blanket approach, <strong>the</strong> NCEA recommends <strong>the</strong> EKN to make <strong>the</strong> selectioncriteria <strong>for</strong> which catchment(s) to start working in explicit, in order to create understanding andsupport <strong>for</strong> its choice. This also allows future <strong>Dutch</strong> activities or o<strong>the</strong>r donors to complement <strong>the</strong>EKN’s support programme in an effective manner. Be<strong>for</strong>e deciding on a catchment, discussextensively, with multiple stakeholders, if and why that catchment is chosen.3.4 Way <strong>for</strong>ward: summary conclusionIn <strong>the</strong> above paragraphs 3.1-3.3, <strong>the</strong> NCEA has provided nine recommendations regarding <strong>the</strong>way <strong>for</strong>ward <strong>for</strong> <strong>the</strong> development of a programme by <strong>the</strong> Ne<strong>the</strong>rlands Embassy in support of <strong>IWRM</strong>in <strong>Rwanda</strong>. The proposed way <strong>for</strong>ward can be summarised as follows:- Ra<strong>the</strong>r than working out an <strong>IWRM</strong> <strong>Support</strong> <strong>Programme</strong> with three components as originally<strong>for</strong>eseen by <strong>the</strong> EKN, <strong>the</strong> NCEA expects that <strong>the</strong> programme can focus on two components,namely:o Component 1: Institutional and capacity development building 29o Component 2: Catchment management 30This expectation will need to be verified during <strong>the</strong> SEA <strong>for</strong> this Water <strong>Support</strong> <strong>Programme</strong>(see 5.1).- When it comes to <strong>the</strong> approach <strong>for</strong> this SEA, <strong>the</strong> NCEA proposes a multiple focus whichincludes:o SEA <strong>for</strong> <strong>the</strong> EKN’s support programme <strong>for</strong> <strong>IWRM</strong>o SEA <strong>for</strong> <strong>the</strong> WRM Master Plano SEAs <strong>for</strong> catchment plansIn <strong>the</strong> next chapter, <strong>the</strong> NCEA provides concrete guidance on how to manage <strong>the</strong> SEA, as wellas how to shape its process and design.
