WelcomeAfter all these years working on the SHP development in Europe, I still get fascinated seeinghow the sector is evolving each year with new challenges to face. 2008 will be a revolutionaryyear as far as <strong>European</strong> <strong>Energy</strong> Policy is concerned and in particular for <strong>Renewable</strong> Energieslike small hydropower. e <strong>European</strong> Commission has just published a very ambitious energyand climate package including proposals for CO2 reduction, a <strong>Renewable</strong> <strong>Energy</strong> Directivepreparing the ground for reaching the binding 20 % renewable energy target by 2020, a Reviewof the Emissions Trading Scheme, proposals on Carbon Capture and Storage and clean coal andnew rules on State Aid and the Environment. In this context, the SHP sector is more than everon a crossroads: How the sector is going to face the future challenges and incentives? How thecurrent barriers and contradictions (RES-electricity Directive versus Water Framework Directive) are going to be tackled?How will the sector evolve towards sustainability and better image standards? How will the the environmental dimensionbe affecting the technological and research trends for hydro?Hidroenergia 08 offers the right platform to discuss all these issues which will affect the role and the future of SHP inthe RES scenario. Organised within the Slovenian EU Presidency, Hidroenergia 2008 is the most effective opportunity tomeet, network and be fully updated on the latest developments and future strategies.I welcome you to Hidroenergia 08 in Bled/SloveniaBernhard PelikanESHA PresidentHIDROENERGIA 08 je največja in najpomembnejša konferenca na področju malih hidroelektrarn(MHE) v Evropi, kjer se vodilni strokovnjaki z različnih področij vsaki dve leti srečajo, da bi lastnikomMHE in investitorjem posredovali znanje in svoje dragocene izkušnje.Slogan letošnje konference je »Na razpotju – On the crossroads«. Ponazarja tako križanjeenergetske in okoljske politike, kakor tudi geografsko lego Slovenije, ki stoji na križišču evropskihpoti, po katerih se pretakata blago in znanje. Cilj obeh politik je enak, to je zmanjševanje emisijtoplogrednih plinov (TGP), a kljub temu je naša energetska prihodnost na razpotju. Večinomasmo boleče odvisni od fosilnih goriv in uvoza, CO2 je sovražnik št. 2 in monopoli pridobivajo namoči. Evropski politiki v zakonodajo končno vključujejo obvezujoče ukrepe, vendar ali bo to dovolj?Ali dovolj hitro odstranjujemo ovire za razvoj obnovljivih virov energije (OVE)?Okoljska zavest in varstvo narave se vse prepogosto spopadata s proizvodnjo električne energije, a večinoma zaradi slabejavne podobe, ki jo imajo elektrarne. Čeprav bi to moralo biti enostavno rešljivo, žal ni. Vprašanje še vedno ostaja: kakozaščititi okolje, ne da bi nanj vplivali? V tem kontekstu bo projekt SHERPA pomembno prispeval k zmanjševanju ovir, kitrenutno zavirajo razvoj MHE, in prvi zaključki projekta bodo na konferenci že predstavljeni.Katero pot naj izberemo? Kaj naj ukrenemo? Za začetek je Balkan z vidika MHE eno najživahnejših področij v Evropi,saj so tam skoraj brez izjeme pričeli izvajati močne programe za izrabo ogromnih vodnih potencialov. Zdaj se ponujaodlična priložnost, da se med seboj srečajo investitorji, proizvajalci opreme, politiki, okoljevarstveniki in lastniki MHE z večdesetletnimi izkušnjami.Konferenca HIDROENERGIA 08 ponuja udeležencem priložnost, da spoznajo novo politiko OVE, nove tehnologije ternove okoljske in naravovarstvene zahteve in obenem pokaže na neizrabljene potenciale ter način, kako z uporabo vodneenergije zmanjšati onesnaženost planeta.Sezimo po energiji! study toure first Slovenian hydropower dates back to over 100 yearsago. is data speaks of the nation’s rich history in hydropowerengineering and how nature gave its support to it - the averageannual rainfall ranges from 1.400 - 3.000 mm. Most of theSHP is located in the Alpine region where the conference istaking place, however some 400 small hydropower plants arescattered all over Slovenia. ey are mainly micro power plantsas the average installed power of them altogether is a mere200 kW. e majority of the plants were constructed underthe favourable legislation of the early 1990s, but some of theolder ones have also recently been refurbished.HIGe study tour will first take us to visit Turboinštitut. is willbe a great opportunity to visit one of the only two independentlaboratories in the world capable of performing modernacceptance tests according to IEC 60193.
